Research On The Model Of Selecting Evaluation Of Basic Research Project

The basic research is the source of original knowledge innovation, as well as thepremise of high-tech industrialization. The basic research provides a certain theory ortechnology to applied research and experimental development research.The advancedbasic research project determines the original innovation ability in a certain extent, soit also affects the development of the high-tech and the emerging industry, even theeconomy structural changes and the competitive strength in a country. Therefore the authorsgot the ideas, which researched the evaluation model of basic research project, andultimately determined the essay topic.The article analyzes the status of the evaluation research on basic researchproject at home and abroad firstly, then comprehensively discusses the evaluationtheories and methods of the general project on science and technology plan projects,as well as the evaluation methods of science and technology plan projects, on thebasis of theory and research status at home and abroad in the above research, thearticle combines with the characteristics of the evaluation method on basic researchproject and the effect of choice and defects existing in the current project assessment,some methods of project evaluation for basic research project are studied in this paper,mainly including the key point of project evaluation, the method of the assessmentdata acquisition, the methods of expert selection, the methods of expert assessment,assessment data processing, the model of the evaluation conclusion,etc.In addition, due to some basic research may involve more than one discipline,the types of projects in the basis of project evaluation experts is different from thesingle subject research project, so this article puts forward the corresponding solutionson the choice of interdisciplinary evaluation experts research project The different opinions of the experts lead to the different non-consensus projectsin the evaluation on basic research project, however, the non-consensus projects areoften the source of original innovation composition, so it is necessary to do a good jobin the evaluation on the non-consensus project in this paper. The article starts from thecause of the non-consensus project, then identifies and measures the method,provides a feasible implementing scheme at last.
