The Appliation Of PM3 In Project Management Of Sast

Shanghai academy of spaceflight technology (SAST) is an important part of china aerospace industry. In the background of china aerospace science corporation is practicing big science development combo and leading national aeronautic product application and development, SAST needs to establish a new system to improve management capability continuously and to improve core competition ability. Currently, maturity model is considered as a effective way and method to evaluate and improve project management capability, thus the study on this issue is very meaningful to SAST to improve project management capability and core competition ability.This essay studies the concept, meaning, background and develop tendency of project management maturity model based on deeply understanding theory of project and project management, and compares several normal models to lay theory foundation (HT-PMMM) for establishing maturity model suitable for aeronautic project.Based on current project management circumstance and development tendency and combine the development feature of aeronautic project, this essay establishes the maturation model of national aeronautic project (HT-PMMM) and makes maturity evaluation system base on HT-PMMM procedure domain, meanwhile, the author confirms the index of evaluation specification by using layer analysis method, and works out to use gray evaluation method to evaluate HT-PMMM and convert it from nature determination to quantity determination, which is able to indicate aeronautic project management capability. This essay uses this model to analyze and study the project management of SAST, which proves the validity of this method, which is not only suitable to single system but also multi-system comparison.The study of essay shows that the PMMM is very important to improve project management capability and core competition ability. This new evaluation method can be used to guide project management practice of any industry to improve project management capability by combing the practical circumstance of each industry, and to provide a learnable means for improving project management capability.
