Mineral resources is a basic production resources, mostly concentrated in the ruralor mountainous area, so the development will inevitably occupy the rural collective land,forest land and other unused land. Due to the development of the land is not only causesoil erosion, ecological deterioration, and lead to higher cost of agricultural production,lower income ability of farmers. Part of the land-lost farmers’ survival will be moredifficult, their production enthusiasm is not high as well.Expropriation compensation of rural land is still the one of the planned economysystem and policy. With the actual situation of the current conflict, it meets a lot ofproblems. Its practice of the efficiency is not high, people work hard to do, petitioncaused disputes increase, seriously affect the efficiency of the urban construction andpeople’s trust in government.In this paper, utilizing the knowledge of public policy, investigation, analyze thecurrent mineral resources development and the problems existing in the landexpropriation compensation, and puts forward the corresponding countermeasure,reform land requisition compensation system under the planned economy system, theestablishment and land expropriation compensation system that can meet the needs ofmarket economy, promote theoretical guidance, realize the two purposes: one is toestablish a proper mechanism of mineral resources development in the landexpropriation compensation standard, with economic means to promote the rationalallocation of land resources; the other one is to perfect the mineral resourcesdevelopment and the benefit distribution mechanism of land expropriation, graduallyproperly solve the problem of survival and development of the farmers, to maintain social stability and development.
