Currently,3G and4G technology set off a wave of technology whichis driving China’s mobile communications industry to flourish. It is anew application that government department construct management systemand service system through the new means of communication. From the pointof a nationwide, the application of mobile office and mobile lawenforcement in taxation field is relatively rare and no stable mode. Faceto such an important customer base and vast future market, the author asa communications industry personnel wants to make hard through the littlepower. So that3G products of China Unicom can bring great conveniencefor tax authorities in handling official business and enforcing the law.During the time studying MBA in jilin university, school ofmanagement, the author learned a lot of essence about marketing andmanagement. Through analysing classic cases and studying the relatedtheory about marketing and business management, the author combine andapply the knowledge based on the practical problems involved in ordinarywork, even had achieved some good effect. In this paper, through thecombination of theory and practice, the purpose is to summarize theproduct customization features and marketing strategy of communicationoperators for government departments.,represented by the tax industryin3G times.MBA which is different from the ordinary course often require oflearners with a certain work and life experience so that they canunderstand the deep meaning. Both marketing method and management theoryare usually summed up by the research group through accumulating tens ofthousands of cases after a few years, even several decades. Therefore,it is very significant to research on the classic marketing theory. Inthis paper, the author first discussed and analyzed the famous4P,4C and4R theory in the field of marketing, so as to find out the actual marketingstrategies that conform with the requirement of communication operators.Then, the author introduced the actual situation of China unitednetwork communications limited liability company Jilin branch, andanalyzed. the market environment of3G communication products. Accordingto the SWOT in management, the author analysed the competitive advantages, weaknesses, threats and opportunities of unicom company’s3G products,mainly described the specific business requirements of the taxationauthority and the corresponding products and solutions of China unicom.Like the old saying "Good tools are essential things". Good products andapplication solutions are the premise of successful marketing. In thisrespect, China unicom company has the advantage of technology and industrychain. According to the user’s business characteristics and requirements,China unicom company can conduct the special design. Design of the3Gmobile terminals and solutions to meet the demand of users. In addition,the products solutions were subdivided into two big kinds, productsolutions for tax authorities and product solutions for taxpayers,according to the different type of customer.Because the application features of China unicom’s3G product intaxation field are more in line with the4C theory in management. So inthis paper, the author mainly discussed the marketing characteristics andmethods of China unicom’s3G products in taxation field, through thedemanding marketing strategy, cost marketing strategy, convenientmarketing strategy and communication strategy, totally four aspects.Combined with the practical work experience, the author summarized thetargeted solutions and marketing strategies which have extensivepromotion prospects, across the country. They may provide theoreticalbasis and successful cases for the same kind of customers of China unicomcompany in the future.
