Development of renewable energy is an important way of achieving sustainabledevelopment, and it is also an important part of energy strategy, which Chinese governmentattaches great importance. Wind energy is a clean, renewable energy. Development of windenergy is in line with national environmental protection, energy policy. In order to encouragethe development of wind power industry, China plans to introduce a series of preferentialpolicies. Our government implement the policy of revitalization of northeast old industrialbase, and it created a very rare opportunity and conditions for the economy and socialdevelopment of Jilin Province, as well as the Baicheng City and Taonan City. To takeadvantage of the region’s clean, abundant wind energy resources, make the deve lopment andconstruction of wind energy resources as one of the industry in the future economicdevelopment in order to promote the development of agricultural production of electricity.In this paper, according to local economic, social background,we carry out aninvestigation about the wind energy and engineering geology of Jilin Province, Taonan city.We integrate use of theoretical knowledge of technological economics, project management,project evaluation and financial analysis of this project, to analysis the market outlook,construction program, investment income.
