Research On The Risk Analysis And Resolution Of Wind Power Project

Wind energy resource is a kind of renewable clean energy, and its developmentand utilization gradually receive wide attention around the world. In recent years, aspeople pay more attention to the energy and environmental issues, a large number ofpolicies are introduced to encourage the development and utilization of renewableenergy, and wind power projects have been booming. Especially in the InnerMongolia region, using its own resources and geographical advantages, wind powerprojects is to get rapid development. However, because of the large investment,complex technology, many factors which have impact on wind power projects, andother characteristics, more and more risk problems appear in the process of building awind power project at this stage. So how to deal with the risk that exist in thedevelopment process of wind power projects is a problem which developers andmanagers pay close attention to, and the analysis and countermeasure research onwind power project risk also has very important significance.Relevant research literature suggests the majority of the domestic wind powerprojects take the "fire-fighting" approach when deal with the risks, that to findsolution until the problem came. Firstly, this paper summarizes the basic theories ofthe project risk analysis. Then, combining with its own characteristics and riskcharacteristics of a wind power project, this paper, according to the natural disasterrisk, technology risk, economic risk, social stability risks and policy risks,analyzesthe risk that wind power projects may have during the process of development andconstruction.And this paper construct a comprehensive analysis table of wind powerwith the above analysis. Finally, this paper analyzes the specific risk that InnerMongolia X Wind Power Project face on the basis of construction environment ofwind power project in Inner Mongolia. And experts in the field of wind powerestimate the level of risk of this project using the comprehensive analysis table. Theresults of analysis indicate that the overall level of risk of the Inner Mongolia X WindPower project is small, but managers should pay more attention to some risk factorsthat have a greater impact on this project, for example wind turbines arrangement risk,solvency risk, land and compensation risk and so on.
