| As the rare and precious nonrenewable resource the cultivated land is the essence of land resources and as well as the most important means of agricultural production. Protecting cultivated land resources is the implementation of the scientific concept of development and the necessary choice to sustainable development. It plays an important role in promoting the coordinated development of economy and society and does great help to the construction of a harmonious society. As the core point of the Three Rural Issues and the foundation of rural relations of production, the problems of the cultivated land resource relate to the vital interests of hundreds of millions of farmers, and directly influences the development of our country’s economy and social stability. With the growth of the population and the development of the society, the cultivated land resource is under increasing pressure in nowadays, the cultivated land resource is facing the following problems:the growth of the population calls for more food and food production needs more cultivated land; with the advancement of urbanization and industrialization, the expansion of constructive land leads to land requisitioned; such problems as environmental degradation, soil erosion and soil pollution are increasingly serious, which make current situation of the cultivated land resources more serious; and farmers’ inappropriate behavior leads to more abandoned land which causes the shortage of the cultivated land resource. The status of the cultivated land resource security is facing challenges for a long time, and the shortage of cultivated land resource becomes significant problems that which may affect the development of our country. Therefore, studying the cultivated land resource security status in areas has important implications for putting forward relevant policies, suggestions for utilization and protection of the cultivated land resource.Firstly, this paper analyzed the condition of social economy, natural resources, the condition of quality and quantity of the cultivated land and the trend of the bearing capacity of cultivated land in Wuhan city, and then set up a comprehensive evaluation index system which contained the resource power, economy power, environment power and society power factors which influenced the status of the cultivated land resource security, and lastly used catastrophe progression method to evaluate the cultivated land resource security in Wuhan city during the year2000to2011. This paper mainly draws the following conclusion:(1) the quantity of the cultivated land resource in general is on the decline, the biggest drop appears in2003; the quantity of the cultivated land resource also shows a trend of decline, and in the year2003,2005and2003, it fluctuates strongly;(2) according to the cultivated land resource carrying capacity analysis, we found that the loading rate is on the decline, the lowest value appears in2003and2011, and the rate are36.44%and36.53%, respectively;(3)by using catastrophe progression method, we get the total membership degree of the cultivated land resource security status, overall presented irregular fluctuations, of which2005,2008and2,010are the lowest. The low resource power in the year2005and2008and the low environment power in the year2008and2010lead to the final results. According to the research conclusions, this paper proposes the following policies and suggestions:(1) to strengthen the education, strengthen policy propaganda, improve cultivated land protection consciousness;(2) to establish and improve the protection system of cultivated land;(3) paying attention to farmland ecological environment protection, promoting the sustainable development of farmland;(4) controlling the transform from cultivated land to construction land strictly;(5) while resource power as foundation, environment power for security, economic power as the backing, social power for supporting, promoting the improvement of degree of cultivated land resource security comprehensively. |
