The 17th Session of the Communist Party of China clearly points out that china shall speed up establishment of a social security system to cover residents in both urban and rural areas. However, there is a lack of system for most of the non-employed urban residents who are living without social security. To change this situation, the first step to be taken is to decide on the orientation and design of old-age insurance system for the non-insured urban residents.With thirty years of exploration and practice, the current old-age insurance system for urban enterprise employees has indeed achieved great success. However, there still exist some problems such as the difficult expansion of coverage, insufficient system consistency and obstacles for upgrading social pooling. Therefore, the model combining social pooling and individual accounts adopted for urban enterprise employees can hardly become an option for covering the non-insured urban residents in China.Taking a look at the situations in other countries, we can see the old-age insurance systems of USA, Singapore, Japan, France and UK have entered into a mature stage while still having problems respectively. Their trend of development and deficits could be significant lessons for China in the establishment of old-age insurance system covering the non-insured urban residents.Within China, the cities of Beijing, Qingdao and Chongqing have made proactive exploration for the establishment of old-age insurance system covering both urban and rural areas and scored encouraging achievements, which provides rich experience for the establishment of old-age insurance system for the non-insured urban residents. It is the necessary route of social development to take the system for non-insured urban residents as the entry point for exploring the establishment of new-type social old-age insurance system.This dissertation attempts to analyze the feasibility of new-type old-age insurance system for the non-insured urban residents and elaborates the responsibility of government, and on this basis puts forward the system framework combining basic pension and individual accounts, complemented by replacing social insurance premium with taxes.
