Along with the high speed development of China’s national economy, it is more and more serious about atmosphere pollution. It is more increasingly worse to rapid in the future. In recent years, especially, there is more and more the haze and PM2.5(aerodynamic diameters less than2.5μm) on the Internet and the news organization, and everyone hates the words. In the rapid economy growth, the demand for energy source has considerably raised, which is the challenge about the problem of environmental protection. In this case, development of the power industry is also facing structural optimization and adjustment, and lays a solid foundation for the healthy development of the China’s economy.In this thesis, there is introduction about theory of carbon tax, general equilibrium theory, theory of social accounting matrix, the establishment of a CGE (Computable General Equilibrium) model, the simulation of carbon tax, and summary and discussion.According to the social accounting matrix theory, the author builds a2010social accounting matrix in the thesis, which provides a data basis for the CGE model. The bases of the2010social accounting matrix are2010China’s input-output table,2011China’s Statistical Yearbook and2011China’s Financial Yearbook.In the thesis, the author builds a CGE model based on the Computable General Equilibrium theory, which includes Primary Industry, Coal sector, Oil and Gas sector, Electric power sector, other Secondary industry and Tertiary Industry. Basing on this model, the author analyzes the impact of the carbon tax about the six sectors, the impact of the implementation of a carbon tax policy analysis for the energy sector and the impact of the implementation of a carbon tax on electric power sector. According to the simulation of the CGE model, which analyses the impact of the carbon tax on the production of different industries, the impact of a carbon tax on electricity needs of different industries and the carbon tax impact on electricity prices, the implementation of a carbon tax policy on China’s energy industry will actively promote the optimization of structural adjustment effect. In summary, that the CGE model, the author builds, serves as a carbon tax policy research on China’s major industries is an effective and scientific tool.
