With the rapid economic development and social structure transition of China, theageing of the population structure and the small family structure will become increasinglyapparent. Pension issue has become a very serious social problem. On the six Plenum ofthe16th Communist Party and seventeen of the party’s report of China, it point out thatspeeding up the establishment of a social security system by2020.To achieve thisambitious goal, we must be to speed up the study on establishment of a system of urbanand rural residents endowment insurance.In2009, the State Council in accordance with the basic requirements for “basicsecurity, wide coverage, flexible, sustainable” established a new type of rural socialendowment insurance system. The typical characteristics of this system is that theindividual contributions, a combination of collective subsidy and government subsidies.Some areas timely adjustment to the new policy based on the new rural social endowmentinsurance system for continuous development and improvement, to carry out the system ofendowment insurance for urban and rural residents, walking in the forefront of the country.The implementation of the urban and rural residents endowment insurance is verymeaningful to get rid of the urban and rural pension insurance structure and achieveintegrated development of urban and rural endowment insurance system. As a center ofagricultural province of Henan, the urban and rural residents endowment insurance ofZhengzhou has distinct characteristics and representativeness. Through in-depth study ofthe effect of this system to run, the result will provide useful experience for other regionsthat try to establish urban pension insurance system or integrate of urban and rural pensioninsurance.Through in-depth summary of the relevant literature, the paper discusses thetheoretical basis of the urban and rural residents endowment insurance system and thetypical practice of the existing domestic. This paper take Zhengzhou urban and ruralresidents endowment insurance as the object of study, and carry out empirical research with questionnaires and interviews for the implementation of Zhengzhou urban and ruralresidents endowment insurance. The discuss include the following: the cognitive of thissystem, the participation of this system, the satisfaction of the residents who participate inthis system.There are some conclusions about the research: the generally low level ofknowledge about the system; the older age groups over the age of60the willingness ofparticipation is higher; different has a big difference in join rate; more people select thelow level of payment standard; the insured for treatment satisfaction evaluation of thelowest. On the other hand, the article based on fairness, efficiency, responsiveness,sustainability, combined with expert opinion and existing research results, establish theevaluation index system of urban and rural residents endowment insurance systemimplementation. It uses a combination of the Analytic Hierarchy Process and fuzzycomprehensive evaluation method to evaluate the system implementation. The study foundthat indicators of the effectiveness of the system are the smooth implementation of themost important aspects of the impact on urban and rural residents endowment system. Itperformed well of the system effectiveness evaluation indicators about Zhengzhou. So theoverall system runs effects in a better level. The system has a lot of places that can providea reference for other regions, but there are still questions about propaganda, treatmentpayment level, the assets be maintained and increased in value. Finally, the paper putforward several suggestions to improve urban and rural residents endowment insurancesystem according to those problems.
