A Study On Social Pension Insurance System For Urban And Rural Residents In Dalian City

In 2009, according to the basic requirements of “basic, wide-coverage, flexible and sustainable”, the state council made a pilot project to establish a new type of rural social endowment insurance system, and issued relevant documents to establish a pilot urban endowment insurance system in 2011. By the year of 2015, the New Agricultural Insurance and the urban residents endowment insurance system have been basically established through the whole country, basically achieved the requirements of the Twelfth Five-year Plan that the New Agricultural Insurance and endowment insurance for urban residents have been implemented together, transferred by town worker endowment insurance.The implementation of the urban and rural residents endowment insurance system, to some extent, improved family economy income level for those with the low and no income,provided the retirement pension, and further completed the social security system. It is a major progress of Chinese social security system construction.However, we cannot ignore that there are still some shortcomings on the construction of urban and rural residents endowment security system, such as imperfect financing mechanisms of urban and rural residents endowment insurance system, the low level financing, the low level endowment insurance payment, illogical transference between urban and rural worker endowment insurance system, and cross-regional information verification,etc.In order to study the above problems, this paper mainly use methods of literature review,interviews method, questionnaire survey, and statistical analysis to research the present situation and problems of urban and rural residents endowment insurance system in Dalian.First, the research summarized domestic and foreign relevant research literature on t urban and rural residents endowment insurance, developed interview outline of the implementation of the current situation of endowment insurance system of urban and rural residents in Dalian of three levels, city, district, and street in Dalian urban and rural residents endowment insurance agency organization, as well as citizens being protected insurance system, and questionnaire survey was designed and issued to ten area cities and counties in Dalian.Second, the urban and rural residents endowment insurance system insurance system implementation status in Dalian as well as the relationship between evaluation index and evaluation index weighs of the investigation were determined by expert judgment. Data collected by the survey were analyzed to study equity, efficiency satisfaction, andsustainability of the urban and rural residents endowment insurance system. There are still some problems, such as imperfect system, low public participation, wide endowment insurance pay gap between different social groups, low level treatment, and endowment insurance growth difficulties and other issues.Finally, related suggestions are put forward for perfecting the system of Dalian city urban and rural residents endowment insurance system as well as financing mechanism,bridging the gap between the different insurance, improving public participation, and improving the level of organization.
