Research On The Benefit Balance Of Relevant Side In The Renovation Of Urban-Village

Transformation of village inside the city is an extremely complicated and multi-stakeholder gambling process, in the final analysis, which is the process of benefit conflict and coordination. According to the variety of benefits produced in the transformation of village inside the city, the fairness and efficiency of benefits distribution must be balanced among city government, village collective economic organization and real estate developer. Only in this way the possibility and sustainability of three side cooperation can be ensured. Therefore, benefit balanced of all quarters in transformation of village inside the city is the core issue bearing the question of village inside the city smooth implementation.Through the recognition of stakeholders in the transformation of village inside the city, analysis the respective benefit demand of city government, real estate developer and village collective economic organizations. The following facts can be found:(1) the villagers’ expectation in transformation is protecting their rental income or receiving a reasonable compensation about the loss of rental income;(2) the real estate developer’s expectation in transformation is at least achieving the average income in the industry market;(3) the city government’s expectation is avoiding financial pressure and ensuring the stability of society and market. Owing to the objective unbalance of benefit relationship, three sides fight for their own benefit. Thus there is a benefit gambling process in the transformation of village inside the city, needed to building a gambling model to analysis the benefit of three sides.Using the knowledge of gambling theory in economics, on the basis of previous studies, the gambling model of transformation is built. Through this model, we can confirm the gambling strategy of each gambler and identify their gambling income. On this foundation, studying the gambling equilibrium and got three village transformation modes. It is respectively the city government leading transformation mode, the real estate developer participation transformation mode and village collective economic organization autonomy transformation mode. Different transformation mode has different applicable condition, suitable type, implementing mechanism, advantages and disadvantages. Through analyzing the main characteristics of these three kinds of transformation mode, make sure that we should take "the government leading, the villagers voluntary, developers participation" mode to transform the village inside the city.Put forward a kind of optimize mode in transformation of village inside the city, according the gambling model to determine the basic parameters and basic assumptions, analyzed the benefit balance relationship among city government, village collective economic organization and real estate developer. At the same time, analyze the transformation’s economic feasibility, striving to achieve the benefit balance and harmonious win-win among three sides. Taking the transformation of Nanjing Wutang village as an example, verify the validity and applicability of the gambling model. Through this study, the research result can provide decision support for the city government to formulate the planning policy and control the macroscopical adjusting.
