Research On The Financing Mode Of The Villages Inside City In Xi'an

With the deepening of the socialist construction, China is in a rapid developing stage. Urbanization rate is continuously raising, at the same time, our country's special villages issues will also increasingly serious, villages reform is urgently needed. So far,villages problems have lasted more than 30 years, many great cities have been engaged in the process of rebuilding the villages,the research about it is also emerge in endlessly. Whether in the causes and the development path,or the transformation pattern and concrete countermeasures of villages inside city have great guide and significance.But look back at the past 30 years, the urban village reconstruction effect is not satisfying. Generally speaking, the low proportion of being reformed, the relevant social, natural and human aspects of the problem still don't get good solution, villages is still a keen-edged problem on the road of urban development. Looking back of the past research results, the author thinks that studying the villages'problems from the microcosmic and idiographic visual angle is necessary. The emergence of villages inside city is due to the contradiction between the development of the city and the urban-rural policy, but in the final analysis, its modification is a specific practice,though there is good mode,actual provision of policies, if we don't start the project to rebuild villages inside city, we can hardly solve the villages'problems effectively. In order to promote the practice of urban village reconstruction work, money is the essential elements and it's the cornerstone of all activities, it is also a difficult problem we met in the rebuilding practice of villages inside city.The funds required in the reconstruction of villages inside city involves the farmland compensates, the relocation of original residents, the construction of new projects, later operation control etc. In order to satisfy the large amount of money needed by the reconstruction of villages inside city, suitable financing mode is necessary. So, this paper takes the financing as a breakthrough and focuses on the financing mode. With the research on the basic situation of villages inside city in Xi'an, and compared their financing tools with and other regions, we found the main problems and limiting factors faced by xi'an in its financing model. At last,this paper proposed the financing mode of the reconstruction about villages inside city and relevant measures that suit Xi'an city to solve realistic problems and gradually promote the transformation rate of xi'an villages inside city.
