Since twenty-first Century, with the increasing shortage of land resources andenergy, the world economy has combined with marine field, the sea has become animportant carrier to the main coastal countries to expand economic development. As thefourth national strategy new district to develop marine economy in China, the NewDistrict actively explore a new path of scientific development of marine economy. The portindustry is the most important component of the marine industry, so it is important to studythe port industrial policy of Zhoushan Islands New District to accelerate the economicdevelopment.Based on the analysis of the advantage and disadvantage of port industry of ZhoushanNew District, the risk and benefits, a strategic choice is come up with. With the history ofthe development of port industry of Zhoushan New District, we analyse the influencingfactors and the principle of port industry in the case of Japan and put forward some keypolicy. At last, a model on the main influence factors is built in the way of Interpretivestructural model to explore the inherent law. On the basis of this, we put forward the portindustrial policy on the system innovation of construction. The main contents of this paperare:1. We introduces the connotations and features of the port industry and port industrypolicy, and then discusses the theoretical basis of port Industrial Policy--the theory ofadvantage of backwardness. With the SWOT theory, we analysis of Zhoushan IslandsDistrict port industry development, have a comprehensive understanding of thedevelopment of port industry in Zhoushan New District at home and abroad. In theadvantage aspect It has abundant port resources, advantageous location, furtheroptimization of the industrial structure; in the inferior aspect, the comprehensivemanagement level is not high, ecological protection is not enough, the industrialdevelopment is slow, it failed to form a complete industrial chain, in the construction ofisland culture there are many defects. At the same time, it faces an important historicalopportunity of national level in Zhejiang province and the development of marine economy,but its port industry foundation is weak and the ocean marine technology is still relativelybackward. The strategic choice should make full use of advantages and opportunities toovercome the disadvantages of key, successfully completed the challenge, so as to realizethe rapid and steady development of Zhoushan New District near the port industry. 2. The inherent laws of Zhoushan New District port industrial structure aresystematically analyzed. By using the theory of systemengineering to build the interpretive structural model of the key influence factors of portindustry policy, three hierarchical model are concluded: foundation layer includes macrostrategy, the port coastline and sea resources, land resources, port Industrial developmentInfrastructure, population size; the middle layer includes the existing industrial structure,the local development of port industrial policy, industrial culture; the top includes portregional economic GDP, the financial and credit policy, taxation and financial subsidypolicy, execution of policy. These results can provide a theoretical basis for industrialpolicy system innovation. In order to promote the great leap forward development ofZhoushan New District near the port industry, we put forward the system innovation fromthe content of laws, regulations, infrastructure, administrative system, management system,financing mechanism, technology strategy etc..
