This paper, taking Hubei province as an example, starting from the mortgage riskexisting in the right of the forest system circulation, in the perspective of banks and otherfinancial institutions, completely analyzing the reformation of the right of the forest system.After the completion of the land use situation of the province’s forest in history and present,summarizes the pattern of forest land circulation system of mortgage, banks and mortgagelenders to both benefits and drawbacks existing in the process. From the trading marketingfactors, the specific forest resources assets factors and the reformation of the forestrytenure in the existing in the process of investment and financing service system not perfectbrings the risk of mortgage. The analysis and research on the operational mechanism of theforestry leaping development bottleneck. This paper consists of six chapters.The first chapter is introduction.Mainly selected topic background, researchsignificance, and mortgage risk for research literature review, research methods, researchcontents, etc. Conceptual framework for research.The second chapter is the conception and connotation of the right of the forestmortgage. The right definition of forestry property to right circulation of the interpretationof the concept and connotation of forest right mortgage and mortgage risk factors, and thatmortgage risk factors in the process of forest right circulation, groundwork for the laterstudy.The third chapter is analysis of the Hubei province forest right mortgage risk, thereformation of the right of the forest system in Hubei province as the breakthrough pointlead to the generation of the forest right mortgage and the present situation, and out of themarket transaction elements, through the analysis of between different subjects, in view ofthe current forest right mortgage risk factors are explored.The fourth chapter is analysis of which causes the forest right mortgage risk, from theparticularity of forestry production and management in the current policies and regulations,the forestry investment and financing mechanism of supporting services lag, lack offinancial institutions, such as bank risk management and government administrative intervention policy system to analysis the factors existing in the current mortgage risk.The fifth chapter is about avoiding the mortgage risk countermeasure research of theright of the forest system, from some of circulation demonstration zone in our countryforest rights, on the mortgage risk control to be a better province and the achievements ofsome developed countries abroad, puts forward reference for prevention and control andrisk aversion of Hubei province, and for establishing standard specification measures andoperation mechanism to avoid risks.The sixth chapter is the conclusion and shortages.
