The national medical insurance has played a more important role on the coordination of complex relationships between the doctors and the patients since the new reform plan of the medical care made sure its revolution way, in which the compensation to the supplied area transformed to the demanded field. During the period from the1999to2011, China has constructed the basic medical insurance system that nearly blankets all the nation’s citizens. The bureaucratized management of medical insurance system is the most important factor to guarantee this system got the wide coverage in terms of its significant function in the aspects of policy making, propaganda, implement and supervising. However, accompanying with the factual requirement of the transformation from the "quantitative medical insurance" to the "qualitative medical insurance, the new medical insurance reformation plan should promote itself too. Besides, the "determination" of the China Third Conference of18th highlights the governments’ service functions must be transformed, which poses the challenges to the governments’ medical insurance management departments and some social insurance agencies.Firstly, this article analyzes the necessities of social medical insurance’s commissioning management in the aspects from the multidisciplinary theories. Then, this article divided the commissioning management model into three categories by utilizing the PPP theory. Based on these categories, this article try to point out the main problem of Chinese medical insurance’s commissioning management through comparing the practical cases in5municipals in3princes and discussing the global experiences and some corresponded government service functions to the commissioning management system. At last, this article pointed out some suggestions to regulate the medical insurance commissioning management system by considering the current situation of Chinese medical care system and its agency system. In the conclusion part, the writer provided the advice of how to choose the China medical insurance commissioning management’s model in terms of the factual national situations of China.
