Study On The Employment Security Of Migrant Workers In Beijing

Agricultural society change to industrial society, rural civilization change to urban civilization, is the universal trend of modern countries. Since the reform and opening up, with the capital advantages, Beijing attracting a large number of migrant workers. According to statistics, the current number of migrant workers in Beijing has more than4million. Migrant workers not only improve their living conditions, but also make a contribution to the city. Due to the impact of institutional and non-institutional factors, migrant workers did not get the appropriate employment security.The fundamental purpose of employment security is promote the employment of workers. In order to promote orderly and steady employment, this article discuss the employment security from employment services, employment protection and social security. We conduct a questionnaire survey and a case interview to migrant workers in Beijing. Applying frequency analysis, crosstab analysis and logistic regression analysis to find out the current situation of employment services, employment protection and social security. Then exploring the reasons of these problems from government level, target group level and environmental level, besides discussing the corresponding solutions. There are three conclusions in this article. Firstly, although the government and relevant departments have introduced a number of policies to protect migrant workers, with the hope to eliminating the differences between urban and rural workers, which had a positive effect in practice, there still exist some problems of employment services, employment protection and social security. Secondly, the reason why employment security did not have a fundamental improvement is policies inadequately, supervision ineffectively, company illegally, migrant workers vulnerably and labor market immaturely. Thirdly, improving the employment security of migrant workers in Beijing, which need the government to provide supporting policies as the dominant force and strengthen the enforcement, through improving the employment service system, increasing employment protection efforts, giving full play to the function of social insurance. Then the migrant workers may be truly get orderly and steady employment.
