Currently,through the financing pattern of social security, economists study the theimpact of physical capital accumulation of Pay-as-you-go and Fund system on savings, toexamine the social security mechanism of the effect on economic growth. The basicconclusion is that the PAYG social security have a certain "crowd out" effect on thenational savings, reduces national saving, hindered the economic growth; Funds canimprove the national saving rate, promote economic growth. Illustrate the social securitysystem has promoting effect on economic growth, the central and local governmentspending on social security is an important source of social security funds, social securityexpenditure must therefore can promote economic growth.In this paper, on the basis of existing research, through the analysis of the role of socialsecurity expenditure on economic growth mechanism, measured in Tianjin in order toestablish the mathematical model and regression sample testing, regression results isTianjin social security expenditure promotes the economic growth in Tianjin. Throughfurther analysis on the impact of social security expenditure on economic growthmechanism, social security expenditure by influencing the investment, consumption, fromseveral aspects, such as human capital accumulation, in turn, ACTS on the economy, andthrough the multiplier-acceleration for continued positive influence on the economicprinciple. The paper on the basis of collecting large amounts of data, the social securitysystem in Tianjin as well as the present situation of social security expenditure analysis,sums up the Tianjin social security overall level is still very low, and some economicallydeveloped areas and the city also has the very big disparity. On this basis, this paper putsforward the following policy recommendations: increase social security investment,adjusting fiscal expenditure structure, increase the expenditure on rural social security, etc.;In order to contribute to improvement of the system of social security expenditurecontribution in Tianjin.
