At present, China has become the world’s second largest economy accompanied by the truth that the primary energy consumption of China has surpassed the United States to become the world’s largest energy consumer. In fact, the industrial energy consumption of China has exceeded70%of the national total energy consumption. Therefore, it is significant to carry out the industrial energy efficiency. By providing with energy efficiency diagnosis, financing, rebuilding and other services, energy service companies can greatly reduce the financial and technical risk of energy efficiency rebuilding for energy consuming enterprises and can fully arouse their enthusiasm, which is the effective energy efficiency measures. Therefore, whether the industry enterprises adopt the energy efficiency services is an important problem for the sound development of industry and energy efficiency service industry of China. This paper will innovatively introduce the theory of adoption for the first time to the field of energy efficiency services. Based on the achievement of predecessors and combined with expert interview as well as field investigation,10factors affecting the energy efficiency services adoption of industry enterprises were extracted. Based on the TOE (Technology-Organization-Environment) framework, this paper established an influence factors model of industry enterprises energy efficiency service adoption. This study was backd up by the governmesnt entrusted project "Ningbo Zhenhai energy conservation and emissions reduction12th five-year plan". Through questionnaire, theory model was tested empirically. The results showed that perceived usefulness, human resources, leaders’ support, energy efficiency strategy, the role of government, ESCO and EMCA have positive effects on energy efficiency services adoption, while the technical complexity and cost have negative effects. According to the results, some suggestions were proposed including strengthen the knowledge diffusion of energy efficiency services in the field of industry, build credit system of ESCOs, broaden financing channels, standardized contracts certification system, and state-owned enterprises play the exemplary role, so as to provide references for policy makers, industry enterprises and ESCOs.
