Research On Provincial Energy Efficiency And The Influential Factors In China

Energy issues have always become the major problem of the world. Energyefficiency has become a national energy strategy. In “12th Five-Year Plan” thegovernment puts a clear target of “energy saving and emission reduction”. How toimprove energy efficiency, reduce energy consumption and improve the ecologicalenvironment has become a crucial role to realize the objectives and develop currenteconomy. However, most scholars at home and abroad discuss energy efficiency only inmulti-factor inputs, while ignoring the impact of pollution. Even if a number of scholarsconsider the environmental factors but also ignoring the influence of carbon dioxideemissions. And it is also difficult to tap the direct way to improve energy efficiency dueto most scholars not seek the factors by the value of energy efficiency.First of all, the concept of energy efficiency must be defined and then to compare themethods of measuring energy efficiency, which should contains the elements both fromthe effective outputs and invalid outputs, such as carbon dioxide measurement and othermajor air pollution. Data envelopment analysis (DEA) would be used to measure energyefficiency to build “multi-inputs and multi-outputs” model. And it will be used to analyzethe differences between China’s inter-provincial of energy efficiency from the puretechnical efficiency and scale efficiency. And discover the potential ability to energyconservation for each province. Then variable intercept-fixed effect model is used toanalyze the influence of China’s energy efficiency factors, where energy efficiencyconsidered as the dependent variable and provincial panel data would be used. And itcome to the industrial structure, energy consumption structure, the level of economicdevelopment, technological progress, foreign dependence，government influence factorsand urbanization level is an important reason for China’s energy efficiency. Finally, theempirical results based on proposed methods to improve China’s energy efficiency andrecommendations would be used in practical reference.
