Research On High-tech Service Industry Competitiveness In The Three Major Regions In China

International experience shows that the adjustment of industrial structure is often associated with economic leap. Our country is currently in the critical period of the upgrading of industrial structure. Developing high-tech services industry is the strategic opportunity and inevitable requirement to accelerate the transformation of the mode of economic development and realize the leaps of economic and social development. As the growing of whole society’s demanding for high-tech services, regional provinces and cities in our country started scrambling to high-tech services industry. But due to the high-tech services industry development of our country is still at an early stage, the industry is currently facing many problems to be settled. Such as, a small overall size, low proportion, uneven regional development, weak policy guidance, low degree of subject’s marketization, high-end talent shortage, imperfect financing system and so on. Therefore, analysis of high-tech services industry development present situation, problems, evaluation and its influence factors of technology innovation, industrial competitiveness level is beneficial to enhance the level of industrial competitiveness and to promote the development of China’s high-tech services industry as a whole has important theoretical and realistic significance.For this reason, based on reviewed regional industry competitiveness theory and comb high-tech services industry related literature at home and abroad, this paper summarizes the characteristics and existing problems of high-tech services industry development by describing the current situation of the high-tech services industry development in our country. In addition, by building high-tech services industry competitiveness evaluation index system, this paper built high-tech service industry competitiveness evaluation index system and selected2006-2012related data of10provinces and cities in China’s three major regions, including scientific research, technical services and geological survey and information transmission, computer services and software. Using factor analysis method, calculated and evaluated the competitiveness level of the provinces of high-tech services industry. On this basis, using grey correlation model, the correlation of technological innovation and competitiveness of high-tech service industry are measured and analyzed. The results showed that:Firstly, high-tech services industry in our country overall competitiveness level is not high, Most of the provinces and cities high technology service industry competitiveness score is below the average, high-tech services industry in the industry planning, development scale and industrial structure is unreasonable. Secondly, three major area high-tech services industry development is not balanced. Three major area high-tech services industry competitiveness in different gradient, should promote regional cooperation. Thirdly, the provinces and cities within the region that high-tech services industry’s competitiveness level is uneven. High-tech services industry competitiveness of provinces and cities, showing a significant difference, should strengthen the core of provinces and cities radiation effect, achieve internal gathered in a region development. Fourthly, technical innovation and high-tech services industry competitiveness has significant correlation between each innovation indexes can great positive influence on high-tech services industry competitiveness.Finally, in view of the present main problems of the high-tech services industry development of our country as well as the three level of regional industry competitiveness of provinces and cities, the distribution and its influencing factors, this paper put forward the related measures and suggestions from the policy guidance, the regional cooperation, technology innovation, talent cultivation, and financing channels etc, in order to promote the development of the high-tech services industry, to improve the whole competitiveness of China’s high-tech services industry level.
