Research On The Approaches Of The Transformation And Upgrading Of Industry In Shandong Province Under The Limit Of Energy

China’s energy consumption has become the world’s largest energy consumer in2010,which leads to a series of energy and environmental problems: energy scarcity, greenhousegas emissions have risen sharply and so on. In order to solve these problems, the state hasadopted a series of policies to save energy and reduce emission, in the years of "TwelfthFive Year Plan", the national assessment system of energy-saving have increased the newbinding targets: by2015, the energy consumption of million GDP need be dropped by16%;chemical oxygen demand and sulfur dioxide emissions decreased by8%;10%drops ofammonia and nitrogen oxide emissions.Shandong is a large province for consumption of energy, the energy consumption ofmillion GDP is0.855tons of standard coal in2011of Shandong province, rankedthirteenth of china,which is the largest consumption of East China provinces. AndShandong is now in a critical period of economic transition, economic development cannotdo without energy consumption, but the State Planning have put forward to control energyconsumption, and have the strict control requirements to the total consumption of thefuture of our province, which requires our province to find out methods to reduce energyconsumption. In this context, I search for the data of20years about the three industry inour province and energy consumption. It is concluded that Shandong’s economicdevelopment at the expense of the consumption of energy, and energy consumption isrelated to three industrial output, energy structure and development of science andtechnology. So the article puts forward policy suggestions about industrial structure,energy structure and speeding up technological progress to improve the efficiency ofenergy utilization in Shandong province, want to realizes the goals to reduce the totalenergy consumption finally.
