Energy which is the important material basis of the national economy and socialdevelopment, is one of the main basis for human survival. In recent years, the energyconsumption has become the academic issues of common concern, Energyconsumption in our country is also faced with some problems. On the one hand, with theacceleration of the process of Industrialization and urbanization, the standard of living ofthe residents begin to improve, the energy consumption is increasing rapidly, while theenergy supply is facing tremendous pressure with lack of energy supply, which lead toserious energy consumption gap; on the other hand, the energy consumption brings toeconomic development, while also has brought the huge destruction to the environmentat the same time. At present, our country become second big country about carbondioxide emissions, and environmental problems have become increasingly prominent. Inorder to achieve the targets of our country ’s energy-saving and emission reduction in2020" and Twelfth Five-Year Plan ", we need to research into energy consumption, theenergy consumption and the influence factors will be analyzed in this paper. Firstly, theregion is divided according to energy consumption in Chinese by using clustering analysis,furthermore, the paper has done the qualitative analysis and quantitative analysis;Secondly, the paper has done the empirical analysis in each region by usingeconometrics on the basis of the data from1997to2009in energy consumption ofChinese. Finally, the paper will puts forward relevant policy according to the regionaldifferences.Research shows that, through the unit root test, double integral relation esistsbetween the variables, and a long-term equilibrium relationship do exist between energyconsumption and economic structure and technical level, between energy consumptionand economic growth and structure of the energy. And error correction model can be setup according to the two cointegration model. The results of cointegration show that, theinfluence of the change of industrial structure on energy consumption is greater than thetechnology. Inside the industry structure, the exceptionis that the third industry and thesecond industry have the same functions in the regional V, the others have the oppositivefunctions between the third industry and the second industry. Technology and the secondindustry on energy consumption plays a positive role, but the effect is relatively small,which indicates that the trend of the technological progress to promote energyconsumption growth begins to fade.The situation is the same to economic growth andstructure of the energy, It contributes to the conservation of energy consumption. byadjusting economic policy moderately and optimizing structure of the sources of energyconstantly.The paper also has done Grainger causality test to each regional variables. Region Iand II have a one-way causal relationship separately from industrial structure,technological level and GDP to the energy consumption, which do not exist betweenenergy structure and energy consumption. Region III have a one-way causal relationshipseparately from the third industry, technical level and GDP to the energy consumption, which do exist from the energy consumption to the second industry, and have a twe-waycausal relationship between energy structure and energy consumption. Region IV have aone-way causal relationship separately from industrial structure and GDP to the energyconsumption, which do not exist between energy structure and energy consumption, andhave a twe-way causal relationship between technological level and energy consumption,and there is on causal relationship between energy structure and energy consumption.Region V have a one-way causal relationship from the third industry to the energyconsumption, nd have a twe-way causal relationship between the second industry andenergy consumption, and there is on causal relationship separately between energystructure, technical level and energy consumption.According to the results of research, this paper puts forward solution method asfollows:(1) to change the mode of economic development, and adjust the rate ofeconomic growth;(2) to optimize the industrial structure, and pay attention to the effectof structure;(3) to improve energy consumption structure, and adhere to thediversification of energy consumption;(4) to increase the technological input andinnovation, and improve energy saving technically.
