since the1990s, More and more multinational companies continue to outsource non-core business segments to enterprises in developing countries, International service outsourcing enterprises in developing countries has become an important choice to participate in the international division of labor, integration into the global production system. With its cost advantage of Chinese enterprises, international service outsourcing is growing fast. However, most of the international service outsourcing business China’s service outsourcing enterprises undertake is traditional international service,and still in the low end of global value chain. Therefore, the main purpose of this study was to investigate that why international service outsourcing enterprises in China is in the low added value of low end of the link. And based on this, advances the enterprise upgrade path, to guide the international service outsourcing enterprise to realize rising in value chain.Firstly, theoretical basis of service outsourcing are reviewed in this article, and then domestic and foreign related literature review of the international service outsourcing enterprises to upgrade are carried on the thorough analysis, which make readers have a certain knowledge of international service outsourcing. Then, analyzed the factors that influence the international service outsourcing enterprises upgrading from three aspects:technology, market, organization. This paper argues that:the low technical innovation ability, market development level and low organization coordinated ability is the main reason that the international service outsourcing enterprises is in the low end of the value chain.Secondly, based on the above analysis and related references, this article put forward the key factor for enterprises to upgrade from three aspects:technology, market, organization. Technical factors include:enterprise technical barriers, the stock of knowledge and innovation of the enterprise incentive mechanism. Market level factors include:market power, market awareness and differentiated service products. Organizational level factors include:regional coordination between the organization、coordination between package enterprises and the contract. Thus put forward the related theoretical assumptions, then constructs the theoretical model of enterprise upgrading.Again, based on the theoretical model and experts talk, designed the questionnaire, including basic information of enterprises and the corresponding measurement scale survey item, and to design a good questionnaire research to the international service outsourcing enterprises. Then using the SPSS statistical analysis software to inspect the data reliability and validity to ensure the validity of the questionnaire, then test the hypothesis. According to the analysis results, we know: at the technical level, stock of knowledge and innovation incentive mechanism has a positive effect on enterprise upgrading, technical barriers have negative effects on enterprises upgrade; At the market level, market awareness and differentiated services has a positive effect on enterprises to upgrade products, market power has a negative effect on enterprises upgrade; At the organization level, regional coordination between the organization、coordination between package enterprises and the contract has a positive effect on enterprise upgrade.Finally, according to the results of the analysis, put forward the three paths of the international service outsourcing enterprises upgrading:based on the technical ability to upgrade path, based on market expansion force upgrade path, and based on organizational system upgrade path. Based on technical ability upgrade path: improve the knowledge stock of enterprises and the ability of technological innovation; Participate in the process of contract awarding, breach the technical bulwark. Build effective incentive system, improve the ability of independent innovation. Based on market expansion force upgrade path:increase market perception and the satisfaction of the party; To carry on the brand construction, promote the differentiation of service products. Based on organizational coordination upgrade path include:actively play a role of industry associations, strengthening the coordination between regional organizations; To promote cross-cultural communication mechanism, strengthening the coordination and core enterprise.
