A Study On Regional Ternary Structure Of Land Expropriation

The current increasingly social conflicts,which caused by the land expropriation, has become a bottleneck affecting the healthy urbanization development. Numerous experts and scholars have proposed a lot of constructive suggestion with the land expropriation from different angles, such as the definition of public interest, the standard of land compensation, the expropriation procedure, the expropriation conflicts and so on. These studies have provided an important support for the resolving of this problem.Land expropriation is the only legal way to convert the feature of the land from agricultural land to construction land in our country. So the implementation process of the expropriation will inevitably bring a series of changes in regional structure and appear some regularities. In this paper, the characteristic of the regularity structure on land expropriation will be focused.The thesis contains three sections.The first part of this thesis establishes the theoretical model. In this phase, this thesis analyzes theories at home and abroad of regional spatial structure.Then, based on driving factor analysis of structure regularity of land expropriation, this thesis regional action theory to explain space distribution pattern of land expropriation and put forward land expropriation regional ternary structure model and concept. Subsequently, on the basis of the characteristics of the model, this thesis advance "W" curve which describes the cost of land and "M" curve which describe the quantity of land expropriation. In the second part, take land expropriation of Wuhan as an example, this thesis carries out empirical study. In the phase, this thesis firstly sufficiently studies the process of land expropriation in Wuhan, then collects and organizes related data. On the basis of the above analysis, cluster analysis and theoretical verification, using ARC GIS to describe and explain data, abiding by some rules, this part draw up the distribution map and expropriation regional ternary structure. According to the theoretical model and empirical studies, the last part of the thesis summarizes the land expropriation characteristics of urban central district, urban fringe area and remote rural area, and some rationalization proposal is given as well in this part.Political factor, economical factor and social cultural factor combine to influence land expropriation. Due to the difference on how great the influence such factors have on land expropriation is, land expropriation has formed regional ternary structure, namely area only influenced by city-urban central district, area influenced both by city and rural area-urban fringe area, and area only influenced by rural area. In this structure, the comprehensive cost of land of each area is in line with the characteristics of "W" curve, while the amount of land expropriation bears the characteristics of "M" curve. Land expropriation mainly occur in urban fringe area, in which most of the conflicts happen. To resolve the problems of land expropriation, we should take full advantage of land expropriation regional ternary structure, maximize favorable factors and minimize unfavorable ones, and enhance urban-rural coordinated planning.Land expropriation regional ternary structure is one of the extending applications of the theory of regional structure, and one of the meaningful attempts and explorations which turn the studies of land expropriation from qualitative studies to quantitative studies. Utilizing the research results of land expropriation regional ternary structure, embarking from the regional structure angle, we can systematically put forward the way of managing land expropriation of urban central district, urban fringe area and remote rural area, which will definitely help resolve problems of land expropriation.
