It is imperative to conduct the rational utilization of urban land resource, as this kind of rational utilization, which is reflected by the improvement of integrated use of urban land resource, play a key role in the healthy development of modern cities."Double-oriented society" is based on the theory of sustainable development, which puts forward the construction of a resource-conserving and environment-friendly society. A comprehensive evaluation of land use in the urban areas of Changsha, Zhuzhou and Xiangtan, could be conducive to the optimal allocation and rational use of urban land resources, thus contribute to the sustainable development and "double-oriented society"Based on the basic theory of domestic/foreign researchers, this paper utilizes the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation to construct a comprehensive rating system for land use in the urban areas of Changsha, Zhuzhou and Xiangtan with16indicators selected from area of economic benefits, social benefits and ecological benefits, conducts a research focus on the urban land use efficiency in Chang-Zhu-Tan area via both theoretical and empirical method. The main results are as follows:(1) Overall, the economic benefit of the urban areas of Changsha, Zhuzhou and Xiangtan, social benefit and ecological benefit are the rise of a certain extent, which shows the national strategy of "central rise" and " double-oriented society" construction, the influence of the region to seize the development opportunity, in the economic, social and ecological aspects have made certain achievements, in the good development momentum.(2) From the point of comprehensive utilization of city land benefit, Changsha, Zhuzhou and Xiangtan city, the growth rate of2.65,5.10and4.78. Respectively, after recent years of rapid development, Zhuzhou is growing fastest, whose overall level is almost close to another two city.(3) From the point of benefit contribution, Changsha, Zhuzhou and Xiangtan city2003-2011economic benefit, social benefit and ecological benefit contribution to the comprehensive benefit of land use of cities are different. The comprehensive benefit of land use in Changsha city has been in Chang-Zhu-Tan area’s first three cities, in which economic development is best, but it is also due to its dominated by economic benefit, ecological benefit and social benefit development relative lag, the relationship between the need to balance the benefit; Zhuzhou city in coordinating economic, social and ecological benefits relationship between performance is good, the three major benefits have significantly increased, but the economic benefits compared with other two benefits growth is not obvious, needs to strengthen the focus on the economic benefits of the; Xiangtan city in terms of coordination of the three performance significantly, and the ecological benefit particularly seriously, but its development in Changsha there are still the best economic benefit from a distance, the need to maintain social benefit and ecological benefit, on the basis of the further development of economy, make the overall level has reached a new height.Based on the above results and analysis, this paper targeted Suggestions are put forward the corresponding measures:(1) to coordinate economic, social and ecological benefits, improve the comprehensive benefit of land use.(2) The region linkage, highlight the ecological importance and enhance the urban environment level.(3) Strengthen the planning control, four rules and unified, appropriately increase land use efficiency assessment indicator.(4) The intensive use of urban land, connotative improves the efficiency of urban land use.
