The Research Of Environmental Performance Evaluation System In Chang-zhu-tan Urban Agglomeration Under The "Two-oriented Society"

With the rapid development of economy, the problem of environmental pollution, resources shortage and ecological destruction has become more and more serious. In December 2007, The State Council approved the Wuhan and Chang-zhu-tan Urban Agglomeration to be the comprehensive reform pilot areas of two-oriented society construction, through the success of which to find a new development mode of economy for other cities. The study of enterprise environmental performance evaluation system in Chang-zhu-tan Urban Agglomeration can promote the development of two-oriented society in Chang-zhu-tan Urban Agglomeration, at the same time can provide a reference for other urban agglomerations'development.In the first chapter this paper introduced the background, purpose and significance of the study, as well as summarized the status at home and abroad of two-oriented society and enterprise environmental performance evaluation. In the second chapter, it introduces the connotation of environmental performance and its evaluation as well as theories of this study, including two-oriented society theory, sustainable development theory, stakeholder theory. In the third chapter, on the basis of the above, firstly introduces the development situation of the Chang-zhu-tan Urban Agglomeration. Secondly aiming at the research into Chang-zhu-tan Urban Agglomeration build an enterprise environmental performance evaluation index system based on enterprise organization ability from the perspective of reaction of environmental performance to the company from inside to outside. This system is divided into three levels including one target level, four criterion levels, and 24 indexes. In details, the target represents the comprehensive evaluation level, the criterion levels include economic benefits indicators, environmental benefit indicators, environmental status indicators, social benefit indicators that reflect the content and structure of the two-oriented society. Thirdly, build the model of enterprise environmental performance evaluation, and using expert investigation method and Fuzzy AHP to determine evaluation index weight. In the fourth chapter, take Guangzhou Auto Fiat as a case study, verified the scientific and practical of the system. In the fifth chapter, this paper put forward the corresponding countermeasures and suggestions to improve the enterprise environmental performance based on two-oriented construction. Finally, we get the conclusion shortcoming and outlook of this paper.
