In recent years, under the guidance of government’s " unbalanced development "macro strategy, government and market force accelerating the process of regionalnon-balanced development, so that production factors, population, industries flow andgather to the directional areas. Urbanization in a certain geographic area is focused anddeveloped in a fast speed, and urban agglomerations generates and gets continuousdevelopment. In the formation and development process of urban agglomeration, logisticswhich is the important guarantee of regional economic development and circulation ofcommodities grows explosively in demand,at the same time, orders of third-party logisticscompanies therefore keep rising.In order to enhance their competitiveness and to adapt tothe logistics development trend of urban agglomerations, the third-party logisticscompanies are urgent to find business partners and outsource part of its business to the otherfunctional logistics enterprises, and the professional logistics enterprises in the logisticsbase of urban agglomerations will be the ideal partners.Therefore, the core issue of thisarticle is the third-party logistics companies how to choose functional logistics company, ie,how to assigned the logistics tasks to the different logistics companies reasonably in orderto reduce logistics costs, improve logistics efficiency and achieve transformation andupgrading of urban agglomeration logistics. The main contents are as follows:（1）This dissertation describes the development situation of the urban agglomerationlogistics, the logistics bases and each of their characteristics, and then analyzing theformation of multi-tasks of the third party logistics as well as the competition contradictionof the multi-tasks. And based on the above analysis, this dissertation proposes themulti-tasks collaborative optimization method.（2）By analyzing this collaborative optimization problem, this dissertation identifiesthe transport costs, transport time, operating costs and operating time are the four mostimportant factors we should consider to build the model.Therefore, combined with thesefactors and the characteristics of the problem, this dissertation builds a model which calledurban agglomerations multi-logistics bases multi-tasks collaborative optimization model,and designs genetic algorithm which encoding based on logistics company to solve themodel. Finally, this dissertation gives a case to test and verify the model and algorithm.
