Poverty is a major challenge in today’s world, troubled countries around theworld. As the most populous country, China’s poor account for a large proportion ofthe world. Poverty in China is complex, extremely the rural poverty. As one of thefourteen destitute concentration areas, Lvliang mountainous regions are the mainbattlefield of poverty, spanning between Shanxi and Shaanxi. Human beings havebeen constantly searching for a new way to resolve this problem. From differentperspectives, scholars of different countries study on the poverty issues. Preferred toqualitative analysis, Chinese scholars’ study on poverty is more mature, and themethods are diverse. However, the study on poverty and anti-poverty in destituteconcentration areas is less. Depended on the qualitative analysis, this paper uses thequantitative method to analysis the poverty issues in Lvliang mountainous regions.We hope to deeply explore the causes of poverty, and promote the process of povertyalleviation.Firstly, this paper combs through the related research of poverty at home andabroad, extremely the destitute concentration areas, and our strategies for povertyreduction in rural are from industrial perspective. Based on the Shanxi data at countrylevel, we use statistical methods to describe and analysis the destitute concentrationareas of Lvliang mountainous regions from national environment, the level ofeconomic development and social development, the life of rural residents.Secondly, we choose related indicators which represent national environment, thelevel of economic development and social development, and synthesis a globalindicator-poverty level by principal component analysis. Through the measurement ofpoverty level and the spatial correlation analysis, we find that the destitute areas inShanxi are concentrated in Lvliang mountainous regions and Yanshan-Taihangmountainous regions. So to say, spatial agglomeration effects attribute to the povertyin destitute concentration areas of Lvliang regions. So the fundamental causes of thisissue are natural and geographical factors.Thirdly, from natural, economic and social aspects, this paper carries out adetailed analysis of poverty factors in Lvliang mountainous regions. Depended on the Shanxi data at country level from2007to2011, we choose quantitative method toanalysis the poverty factors in the perspective of farmers’income.Finally, combined with the poverty status and poverty factors, we propose sometargeted anti-poverty proposals, such as the combination of ecological migration andecological construction, the optimization of industrial structure, the promotion ofindustrial upgrading, breakthrough administrative division limit and the strength ofinter-provincial poverty reduction cooperation.
