Research Of New Rural Cooperative Medical System In Taiyuan

Medical insurance system plays important role in social security of our country,while reasonable allocation of medical resource is prerequisite for protecting people’shealth. This system is related to the vital interests of most people. Basic medicalinsurance system started relatively late in Taiyuan, which began to pilot the new ruralcooperative medical insurance system in2003and due to urban and rural exist dualeconomic structure and social structure for a long term, so the basic medical insurancesystem for urban and rural are difference. Compared with the urban system, theproportion of the cover number in rural social security system is small, although thecoverage and service rate of new rural cooperative medical insurance system improvedin recent years, but the level of compensation and social security satisfaction is still low.At present, the rural cooperative medical insurance system has shortcoming, which onlycan ease the farmers at a certain extent but not can solve the farmers’ povertyfundamentally because of the low level system.Based on the full analysis of the new rural cooperative medical insurance system inTaiyuan, the paper produced by the methods of literature review, field research,comparison research method, and a combination of qualitative analysis and quantitativeresearch. This paper firstly analyses the research of the new rural cooperative medicalinsurance system at dometic and abroad, analyzing the concept and theory needed forthis paper, including the social security system, medical insurance system and thedefinition of the concept of medical insurance in urban and rural areas as a whole andthe welfare economics theory, the particularity of medical treatment insurance theory,dual economic structure theory, urban-rural integration theory. Secondly, further studyof the development of rural cooperative medical insurance system in Taiyuan, includingthe developing course of traditional rural cooperative medical insurance system and thedevelopment of the new rural cooperative medical insurance system. Thirdly, analyzingthe supply and demand situation and status quo in new rural cooperative medicalinsurance system in Taiyuan by the way of researching the fund, the medical serviceresources and compensation system and finding medical problems in operation of thesupply and demand imbalances existed in rural internal at present stage and finally putforward suggestions,including supervision and management mechanism, improving the service level,raising the fund and medical resources compensation system, establishinga diversified medical assistance system and integrating the urban and rural system.
