With the further advance of economic globalization market, the competition between countries, or between regions, is no longer stays in the micro-economic individual like enterprises, but more in the form of industrial clusters to effect the economic development and social progress. As China’s major industries, labor-intensive industries bring the positive effect to theregional economic development depend on its huge competitive advantage. Based on this present situation, all levels of government are trying to guide and nurture local cluster formation and development of labor-intensive industries actively and positively. In an increasingly competitive environment, building regional brand is so important that in the help of forming industrial clusters a high-level competitive edge. Compared with the single corporate brand, regional brand represents the industry cluster even the clusters region’s overall image. Obviously, good image could form a quality investment environment to attract investment, expand market size, and promote economic and social development in the region.Based on this background, this paper intends to discuss the issue of labor-intensive industrial cluster upgrade mechanism from the perspective of regional brands. On the basis of domestic and foreign existing theoretical results, this paper analyze of regional brand driven labor intensive industry cluster effective upgrade mechanism by studying driving factors of upgrading industrial clusters. Specifically, on the basis of previous studies, this paper intends to begin to study from the following three aspects.First of all, by organizing and summarizing the present theories about Industrial clusters and regional brands, to prove that regional brands play an important role in promoting industrial clusters upgraded. Further, to take mature theory in the academic as research foundation, to explore the upgrade process and drivers intensive industry cluster upgrading. Secondly, summarizing the shortcomings and bottlenecks at present stage of cluster development, by studying the current situation of China’s labor-intensive industry cluster, then focus on the mechanisms of regional brand to promote labor-intensive industry cluster upgrading. This study carried out in two steps. First is the functional analysis of the effect of regional brands, then study from the internal upgrades and upgrade two aspects. This part from a regional perspective, to discuss the theory of upgrading industrial clusters around, is the core of this paper. Finally, Consider of form factors and the development of industrial clusters of Shaanxi apple, use the theoretical framework to introduce the meaning of the cluster and the related regional brand inspiration. That means, through the investigation and research on Shaanxi apple, to put the theory into practice. In this paper, by analyzing the case of Shaanxi Weibei apple, the regional brand expands its influence to promote labor-intensive industry cluster upgrading and transformation in three ways. First, by improving awareness clusters, to make cluster has changed from the expansion of development to the enhance of development; Secondly, by promoting cooperation and exchanges between enterprises clusters, promote regional economic improvement, to make a cluster change from lower to higher level; Finally, regional brand and industrial clusters growing awareness of image made a successfully across from low-level cost to higher brand, which is the new advantage of the clusters.
