The Research Of China’s Government Procurement Mechanism Optimization Problem

The government procurement system is the general term for the standardized and institutionalized government procurement behavior, and also is a collection of a series of laws, regulations and measures. The government procurement system as a kind of advanced management system of government spending is gradually perfect and mature in the process of the development of modern society, and after many years of development, practice and summary of system in the west, which has achieved obvious economic and social benefit. The time of China’s government procurement system is short. From the beginning of1996to comprehensively promote the government procurement system in1988,especially since the implementation of the January1,2003"people’s Republic of China government procurement law", after ten years of development, China’s government procurement system has gradually entered the institutional and legal management track, steadily expanding surface along the main line of incremental and standardized management. At the same time, our country has started up to join "government procurement agreement"(GPA) negotiations at the end of2007, aimed at expanding international trade, and promoting the competitiveness of China’s enterprises in the international market.This article mainly studies the government procurement in our country, and analyzes government procurement mechanism of the present stage in our country. In addition, the paper also has carried on the system analysis from the object of government procurement, the subject to the related parties, and discussed problems in(?) depth of the government procurement subject due to the associated relationship between each other. The paper has put forward measures for improvement and optimization mechanism of government procurement in our country, and also some relevant suggestions, on the basis of the integration of system analysis of the present government procurement management system, implementation mechanism, supervision and restraint mechanism. This paper not only studied the theory of government procurement mechanism, and also studied and analyzed the process of practical operation of government procurement which is combined with specific cases in order to combine theory and practice.Through in-depth study, the paper will learn from the mature experience in government procurement system of developed countries, combining with the actual situation of our country government procurement, to take positive and effective measures in line with international standards and conditions. Through this reform, give full play to the role of macro-control of government procurement, to ensure the maximum benefit of fiscal expenditure, improve the efficiency of resource allocation, so as to achieve the economic benefits of the whole society.
