Affecting Factors Of Rural Land Circulation In Xiantao

The third plenary session of the18th Communist Party of China (CPC) Central Committee stressed the need to solve rural agricultural, farmers, problems as a top priority, and points out that the rural, agriculture and farmers in China are facing three major problems:food security, rural migrant workers in urbanization and rural land reform problems. Rural land reform is the major, of the current three problems facing agriculture. Rural areas and farmers are the most basic, most critical and pressing of the problems. Clearly China will also keep current farmland household contract responsibility as the basis of the system. It further pointed out that in the current and future periods that land circulation is the key point in construction of a new agricultural management system, emphasizing the contracted management of\permanent\and encouraged various forms of large scale operation. Central rural work conference put forward first at the macro level, the need for farmland management pattern to innovate and change.Land circulation is the existing land ownership system on the basis of household contract responsibility system. It is responsible for adaptation and effective ways to promote agricultural development and rural economy in China. Rural land circulation is good to carry out the agricultural scale management, improve the land utilization to promote agricultural modernization management scale, and is the only way. It is also the necessary means of promoting the construction of urbanization in China.Right to the contracted management of land circulation in Hubei province actually began in the1980s after a meeting of the17th national congress to have larger development and gardens. Rural land circulation, achievements and problems coexist. In this paper, according to the above policy background and on the basis of previous studies use the research methods:to take further empirical analysis on the basis of theoretical analysis and further quantitative analysis. On the basis of qualitative analysis, the institutional change of the rural land circulation in our country also to demonstrate the necessity and importance of farmland circulation. In fieldwork of Zhengchang township farmers farmland circulation situation, on the basis of more comprehensive and more detailed analysis of the present situation and characteristics of the rural land circulation in Xiantao, chose the individual farmers, namely the microscopic factor--rural households as the research object, using economics and sociology theory and research method, build for analyzing the influence factors of farmers land circulation behavior and Grey Relational Analysis, method for quantitative analysis of rural land circulation factors. Finally on the basis of the analysis put forward policy Suggestions.
