Research Of Implementation Effect Of Congestion Charges Consiedring State-Financed Travel

The traffic congestion become further exacerbating. As a result, this will make a serious impediment to urban development, and the harmful effects on residents’ travel. As the specific national conditions of China, one of the important factors of urban road congestion is the large number of official vehicles which travel more frequently and take up a lot of road resources. To explore the solutions of urban traffic congestion in details, among the traffic demand management measures, the urban road congestion pricing is the most direct and effective measures, can effectively relieve traffic congestion, but also to achieve maximum economic efficiency. However, the current official travel institution determines that the cost of all official travel is covered by the public finance, and official travelers do not consider travel costs. As a result, congestion charges lack of official economic regulation on official travel, thus reducing the effect of regulation on the entire road network.Though reviewing and summarizing the latest research, and combining with specific national conditions of China, this paper analyzed the impact of official travel institution on the congestion pricing policy, established congestion pricing model considering the official travel, the main contents include the following aspects:1)To introduce the concept of congestion pricing and the theory of traffic assignment, to be familiar with the concept, function, classification of congestion pricing, and the static or dynamic congestion pricing theory, to grasp the relevant principles and basic model of traffic assignment;2)In combinations with the connotation of externalities,to analysis the external characteristics of official travel and the impact of road transport externalities on the congestion pricing,to explore the related measures on internalization of external costs of official travel;3) To set up the congestion pricing model under implementing measures before and after, and analysis the correlation algorithm based on the external characteristics of official travel;4)To construct the road network, design the example, compare the effects of congestion pricing under implementing measures before and after, make the sensitivity analysis of the results with the corresponding parameter values, to prove the effectiveness of congestion pricing model, while the internalization measures can effectively improve the effect of congestion charges.
