Urban-rural integration is improved with the development of productive forces and production conditions of urban and rural residents and the standard of living; it is also a dynamic process of changing the way of living, so as to gradually achieve the coordinated development of urban-rural economy, society, culture and ecology. Since the mid-1980s, China had begun researching on the integration of urban and rural development, it has made a breakthrough in the field of theory and practice. However, a large number of agricultural population has constraints to urban-rural integration process speed, China is a large agricultural country which has a long history, thus research on the overall level of urban and rural development is particularly important. On the basis of the existing theories and practical experience, the paper has chosen four main agricultural areas of the western region for the study, with the separately analysis of the status of four agricultural areas’urban-rural development, the paper evaluated the level of urban and rural development. The principle of development is based on local conditions, taking into account the resources, agricultural, industrial, cultural and geographical characteristics of the particularity of each districts. The paper summed up four development mode, namely the Loess Plateau mode, the Southwest mode, the Gan-Xin mode and the Tibetan Plateau mode, and at the same time, the four modes were compared as well as their connection. Finally, with the connection of the four empirical models, suggestions for the poor western region and the integration of urban and rural development from institutional policies have been proposed, hoping to have played a role in the drawing.The paper uses the quantitative and qualitative research methods as well as the static and dynamic research methods. By studying the relevant foreign and domestic literature, and also combining with the characteristics of western agricultural areas to construct the urban-rural integration development index system. The paper uses Analytic Hierarchy Process (AHP) to evaluate the level of urban and rural development in the western four main agricultural areas, and summarizes corresponding urban and rural developing modes of the four areas. Finally, it proposes suggestions on small towns driving mechanism, policy institutional change and ecological protection levels.The thought of this paper is that the agricultural and non-agricultural way should be used at the same time in the urban and rural integration of the economy and society in the western agricultural areas. For the purpose of taking agriculture as basic industry, changing the traditional extensive mode of operation is necessary, so as to achieving the separation between human and land, increasing productivity efficiency and achieving agricultural industrialization, modernization and characteristics of the business, while vigorously strengthen the production of secondary and tertiary sectors. Also government should use policy guidance and institutional regulations to promote the integration of agricultural area’s urban and rural development.
