With the optimum distribution of global resources and continuous upgrading of industrial structure, modern service industry has developed into a pillar of the economy or a new source of economic growth for countries,regions or central cities. Up to now, there is still a gap between the development situation and theory research of China's modern service industry that of advanced international standards. Thus exploring the law of development for modern service industry has theoretical significance and practical value in terms of research on cities'competitive strength and cities'division of work in urban agglomeration in China.Basic on related research background, this essay puts forward four logically unanimous projects. The first one is the law of development for central cities'modern service industry, while how to construct evaluation model of modern service industry in central cities is the second problem. The third project focuses on results of demonstration. According to regularity of modern service industry's process, the last topic emphasizes teamwork of modern service industry between Bejing and Tianjin under city integration.With a mathematical model, this essay reinterprets law of development for modern service industry. By introducing a concept of transaction cost, it is found that decreasing transaction cost is a key factor to enhance the development of modern service industry, which plays a key role in upgrading and evolution of industrial structure as well as the optimization and adjustment of spatial arrangement. Due to its complete infrastructure, transaction cost in a central city is lower than that of other cities within urban agglomeration. However, only by further reducing transaction cost, can regional co-operation and division of work be promoted. Only by further reducing transaction cost, can a rational industrial layout be realized and the assembling process of modern service industry in central cities be accelerated, which is conductive to upgrade production effeciency and competitive strength of whole urban agglomeration. And further reducing transaction cost demands accelerating system innovation and deepening reform in management system. Besides, the general state of modern service industry has been divided into different dimensionalities in this thesis, which has regarded as the first, second and third hierarchical indicators of model evaluation. Afterwards, the thesis makes use of analytic hierarchy process (AHP) to analyze data of every hierarchical indicator in order to set up evaluation model of modern service industry's development density and central city's competitive strength, which may be in favor of investigation for the effect of modern service industry's development density on central city's competitive strength.In terms of empirical study, the author utilizes Bejing & Tianjin as examples to discourse the relationship between the development of modern service industry and the urban competitiveness in Bejing & Tianjin. Furthermore, the thesis discusses the inevitability of Bejing-Tianjin integration for promoting regional competitiveness, and analyzes conditions and barriers for the two cities'integration. While exploring the divisions of work for modern service industry under the background of Bejing-Tianjin integration, and by defining the concept of functional assemblage district for modern service industry, the thesis reinterprets the relationship of regional industrial division and cooperation, as well as principles and methods for the realization of an optimum layout for regional industries. It puts forward an idea that Bejing & Tianjin should build an industrial agglomeration for their modern service industry in the form of"Industry—Functional assemblage districts of the industry--Industrial chain agglomeration district", which shows its own uniqueness and innovativeness with an exploratory value and significance.
