Resource-based cites are these cities, which are formed and developed relying onrich natural resources, used to make important contributions to national and regionaleconomy. They helped to promote industrialization and urbanization of our country.However, a large amount of resource-based cities has stepped into maturation periodor recession period since middle of1980s, facing an embarrassing situation of “minedepletion and then city decline”.Selection of leading industry is a complex process. By following the technicalresearch line of situation analysis-theoretical research-empirical research, this papercombines with the basic theories of systems theory, synergetics, industrial economics,regional economics, urban economics and sustainable development theory. Analyzedthe development and transition situation and problems, the paper put forward thetheory of urban capacity of resource-based cities systematically, constructs the indexsystem of industrial dynamic advantage of alternative leading industry, analyzes thecoupling mechanism between urban capacity and its leading industry, and put forwardmethods of choosing leading industries for resource-based cities. At last, an empiricalresearch is done on Huaibei city. The main contents are as follows:(1) Situation analysis on the development and transition of resourced-based cities.The author analyzes development and transition situation of resourced-based cities, aswell as problems in the transition process.(2) Theoretical construction of urban capacity. The paper put forward atheoretical skeleton frame of urban capacity of resourced-based cities systematically,which included connotation, conceptual model and mathematical model, evolutionprocess, development model, index system, capacity assessment, and case studies.(3) Analysis of dynamic advantage of leading industry in resource-based cities.An indicator system of dynamic advantage of alternative leading industry ias built,and entropy and TOPSIS method is used to confirm indicators weights and evaluatethe industrial dynamic advantage respectively.(4) Research on mechanism of leading industry selection based on urban capacityin resource-based cities. Coupling degree and degree of coupling sustainabledevelopment are constructed as well as their level are partitioned, and then, theleading industrial choosing steps are put forward based on urban capacity.(5) Empirical research on Huaibei city. According to data of Huaibei and its around, an empirical research is done. Urban capacity of Huaibei and dynamicadvantage of34industries are measured. And then, food processing industry,machinery and processing industries, and textile industry are selected as leadingindustries according to steps for choosing leading industry. At last, somerecommendations are given to promote the transition and sustainable development ofHuaibei.
