E-commerce is a new networked economic activity which is rapidlydeveloping at an unprecedented rate in worldwide. It has become an effectivemeans to strengthen economic competition and win allocation advantages ofglobal resources in business, industry and even countries. At present, E-commerce in our country has gradually permeated into all aspects of economyand society, with network operations and consumption patterns being formed.However, the too fast growth of the enterprises in our country has causedmany problems in the process of developing e-commerce, among which themost important problem is a lack of talent and talent management in theenterprise. On the one hand, as China’s e-commerce starts a little later and itsdevelopment time is a bit shorter, it has resulted in extremely lacking of talentwho is rich in e-commerce operations and management experience. Coupledwith so many problems in the education system of colleges and universitiesthat the graduates majoring in e-commerce are difficult to meet the needs ofenterprises, there is a huge talent gap in the e-commerce industry; on the otherhand, most of enterprises haven’t established a scientific, reasonable andperfect talent management system so that the enterprises are short of scientificand effective standards and procedures in the process of selecting, employingand developing the talents, and difficult to arrange different staff according todifferent positions and match the former with the latter to achieve maximumperformance.Based on this research background, the paper aims to start fromconstructing e-commerce talent evaluation indicators to provide scientific andeffective decision-making basis for the talent management in e-commerceenterprises, ensuring that the enterprises can correctly select, employ, and taptalents. The main research results of this paper are mainly in the followingaspects. Firstly, through having access to a lot of competency model and talent evaluation theory, the paper regards the ideological essence absorbed from thetheory as the theoretical basis for the construction of e-commerce talentevaluation indicators and competency model; secondly, by using the method ofsummarization, after searching a large number of literatures about talent types,talent training and job analysis of e-commerce, the paper sets the postcompetency as the starting point, and through classification, sorting, discardingthe dross and selecting the essential, gets competence indicators of e-commerce talent in dimensions of technology, business and comprehensivequality. And then by making use of the empirical analysis method, it makessampling and analysis of a large number of recruitment information, obtainingthe ability index of e-commerce talent in technology, business andmanagement. Combined with the performance index of three types of talents,it thus concludes e-commerce talent evaluation index system of different typesof talents; thirdly, through the Delphi and AHP methods, the index weight ofthree types of talents can be calculated and the competency model of them canalso be constructed; finally, by adopting the example analysis, the paperelaborates the specific application of the e-commerce talent evaluation index inthe process of the recruitment, promotion, performance assessment andtraining in the enterprises, and designs the score table, promotion mechanism,performance evaluation table, pre-training questionnaire and practiceperformance evaluation form on the basis of the talent appraisal indicators, andexplains how to evaluate e-commerce talents in the way of examples.
