At present, most of the domestic enterprises have been aware that the competition of talents is the core competitiveness of enterprises, but lots of companies entirely dependent on external introduction to enhance the company competitiveness of talents, but ignore the internal potential and optimize configuration, the mismatch between employee and post leads the waste of talent.This paper aims to use the Rongshi power supply company as the carrier, to explore how to use the staff assessment technology to improve human resources management, and improve enterprise the accuracy of identification and the scientificalness of using people.Through questionnaire survey and data analysis, the author analyzes the human resources management of Rongshi power supply company in the recruitment, occupation career planning, education and training, deployment of personnel and staff exit, elaborated the present management of Rongshi company, to find out problems and deficiencies, and use staff assessment technology as a breakthrough point, proposes a solution to build a full range of personnel assessment system. This paper expounds the importance of the personnel evaluation techniques in each stage of human resource management the methods of building the system, the evaluation method combination of each management link and the main points of developing the evaluation, at the same time, it explains how to implement the personnel evaluation from the respects of job analysis,construction of evaluation index system,established evaluation method and the organization and implementation of the evaluation system.The solution proposed in this paper, extends the application of staff evaluation technology, more fully play the role of personnel evaluation technology for the enterprise human resources management. Help Rongshi power supply company to further improve ability to identify the talent, and to achieve the goal of "accurately identify and use the people"," people suit his post","give full scope to the talents", finally improve the efficiency of the allocation of human resources, provide strong human resources security to Rongshi company completed the objective "one strong&three excellent" modern corporation, realize a win-win situation between enterprise and employee benefits.
