An Analysis Of The Construction And Management Of Small-scale Farmland Water Conservancy Facilities Of Tongnan County

Agriculture is foundation of the national economy. As the most important infrastructure to the development of agriculture, it is vital to strengthen its construction and management, for the purpose of improving the capacity to withstand natural disaster and guarantee the sustainable improvement of agriculture and rural economy. However, there still exist some problems in the construction of small-scale farmland water conservancy facilities, such as investment and management. Lagging investment and insufficient post management not only affect the production of agriculture and also limit the development of modern agriculture.In this thesis, the author makes a comprehensive and systematic review of the relevant research at home and abroad. The theory foundation would be public goods theory, the theory of economic behavior and behavior theory of farmers’participation investment. The analysis on the current situation, the current model of investment model, construction and management of small-scale farmland conservancy construction of Tongnan county will be made on the base of the data and material of spot investigation. Through binary logistic regression model, this thesis makes a research on the influencing factors to the construction and management of small-scale farmland water conservancy theoretically and empirically and points out the main factors influencing the county government and peasant household to participate to construction and management. Basing on the above analysis, some suggestion on government’s policy will be made. The main findings of this thesis will be the following.(1) Small-scale farmland water conservancy facilities have great importance to agriculture. Tongnan county makes great investment in water conservancy facilities and has gained great effort in withstanding flood and drought disaster; guaranteeing the increase of agricultural production and improve the quality of environment. There are three different kinds of investment model in small-scale farmland water conservancy facilities:collective investment model, association model and private model. Relatively, association model is suitable to the construction and management of small-scale farmland water conservancy facilities. Water user association integrates channel management and the interest of farmers, accelerating the upgrading of water conservancy project and improving the efficiency.(2) Farmland water conservancy facilities have great importance in the develop of agriculture in Tongnan county, which is a agricultural county and bases of pollution-free vegetable production. It is essential to strengthen the construction and management of the small-scale farmland water conservancy facilities. While, there are some problem in the current small-scale farmland water conservancy facilities, such as aging water conservancy facilities; limited capital investment and poor disaster withstanding ability; more attention paid on construction, less on management and more on main facilities and less on affiliated equipments; imperfect management and operating mechanism of farmland water conservancy facilities.(3) According to the local conditions, the investment model of small-scale farmland water conservancy facilities of Tongnan county should apply the model of "managed by the local people and subsidized by the state". It can reduce the financial burden of government, unleash the importance of market mechanism, and achieve the goal of optimal allocation of resources. The management should be management and contract model. Under the certain financial support of government, and through public tender, the construction and management of water conservancy should contracted to private.(4) The leader of the government of Tongnan county and most of the native farmers in Tongnan county state that small-scale farmland water conservancy facilities have much great importance to agricultural production, especially in the guarantee of grain safety. However, the investment willing is relatively low. This is caused by many reasons, such as awareness of the leader of local government in the developing agriculture, supply capacity of local government on public goods, financial gap in the financial supply and demand of small-scale farmland water conservancy facilities. As to the farmers’willing, it is influenced by personal feature and features of family; features of agricultural production; mental cognition situation and the feature of village. Especially, the willing of household to participate the construction and management of small water farmland conservancy facilities is affected by the following factors, such as the option of grain income in the total income, area of drought-prone and waterlogged land, the most effective model in construction and management on small farmland water conservancy facilities from the perspective of the household, farmers’evaluation on income of rice and subsidy policy on grain, the support on small farmland water conservancy from the local government and the average area of household in water farmland.
