Research On Participation Willingness Of Peasant Household To The Construction Of Small Scaled Farmland Water Conservancy Project And The Infiuence Factors

Agriculture is the foundation of the national economy, at the same time it is the source of subsistence of human beings. Among them, farmland water conservancy facility is an important part of agriculture and the lifeblood of agriculture. However, small scaled farmland water conservancy facility becomes the foundation of farmland water conservancy facility. It is the basic condition to improve agricultural production capacity. Hence, the development status of small scaled farmland water conservancy facility, to a great degree, determines the future development of our agriculture. To arouse farmers' enthusiasm to participate in construction project of small scaled farmland water conservancy facility is an imperative problem that needs to be solved at present.Mainly starting from the perspective of farmers, this paper takes the public products theory and farmers' behavior theory as theoretical guidance. In combination with the present situation of Jiangxi Province small scaled farmland water conservancy facility and based on the questionnaire survey data of 1196 households from ten major counties of mall scaled farmland water conservancy facility in Jiangxi Province, as well as on this basis of Binary Logistic Regression Model, this paper conducts researches on factors that affect farmers' willingness to participate in the construction of small scaled farmland water conservancy facility respectively from the macro level, meso-level and micro-level. The study finds that: personal characteristics of the head of peasant household, family characteristics of peasant household, agricultural production characteristics of peasant household and psychological cognition status of peasant household jointly determine that whether the farmers are willing to participate in the construction of small scaled farmland water conservancy facility. Among them, the two variables :educational degree and psychological cognition status in personal characteristics of the head of peasant household prominently influence the participation willingness of farmers.In accordance with the above research and analysis, the conclusion is made and policy proposals that encourage farmers to participate in the project construction of small scaled farmland water conservancy are put forward:(1) strengthening the publicity and education for farmers;(2) increasing the capital investment to project construction of small scaled farmland water conservancy facility;(3) reinforcing the use management and maintenance of small scaled farmland water conservancy facility;(4) strengthening the construction of water conservancy team.
