Science and technology constitutes the primary productive force. In the world, theeconomy competition between different countries is more like technical innovationcompetition. How to combine the technical innovation with product competitiveness andmake the technology to be the most lasting force for product competitiveness upgrade, whichis a research hotspot. mechanical and electrical products are the biggest trading products. Asthe closely connected products between manufacture and high-tech industry, mechanical andelectrical products have become the key products for a country or area to take part in theglobal division of labor and worldwide competition. As the pillar industry of the manufacture,the mechanical and electrical products have become the first kind exporting products since1995and until now it has kept ahead for18years. In recent years, mechanical and electricalproducts exporting in HEBEI province, affected by international and domestic circumstance,has developed quickly. At present, the export amount has accounted for one third of the totalexport amount, being the first kind exporting products in HEBEI province. At the same time,the increasing rate of exporting amount of mechanical and electrical products in HEBEIgreatly exceeds that of other provinces and shows great developing potential. But comparedwith GUANGDONG and JIANGSU provinces, the absolute exporting amount is less.Besides, the challenges we faced with is more intensified, including increased prices ofhuman cost and raw material, appreciation of the RMB, the aggravated anti-dumping fromforeign countries and sluggish market brought by financial crisis, making the exporting ofmechanical and electrical products more difficult. Under the challenges, the underlyingdeveloping problems of HEBEI mechanical and electrical products exporting began toprominent, such as unreasonable product mix, lack of high-tech talents and capital, weakcapability of independent innovation. In general, technical innovation is the biggestbottleneck of HEBEI mechanical and electrical products exporting.According to the problems, based on technical innovation, we analyze the currentsituation then try to discover the relationship between technical innovation with products exporting competiveness. Firstly we expand the current situation analysis by trade scale, tradetype, products mix, trade subject and so on. Based on the current situation we apply mainexport competitiveness index, including CA, RCA,TC, MS, to measure exportingcompetiveness, and compare the index results with that of GUANGDONG province,SHANDONG province and the average nation. According to the compared results, we foundthat HEBEI mechanical and electrical products exporting competitiveness has upgraded a lotin recent years,but there is also too much to be desired. Then we chose a representative place–NANPI county to conduct empirical analysis by production factors, market requirement,relative industry, enterprises strategy and structure, chance and government, which is basedon diamond model and make technical innovation as the point-cut. The study results is thatNANPI’s technical talents, technical capital, technical equipment, technical innovation modeare need to be developed in the future. We also give some specific suggestions to improve theexporting competitiveness.
