Mature Resource-based Cities Succeed Industry Selection Research

With developing substituted industry in both infrastructure development costs and industrial integration, the mature period is the best time for the resource type city to get out of resource constraints and achieve sustainable development. Researches on resource type city of our country are more concentrated in the resource exhausted city. However, the researches of resource type city in the mature period are relatively less. As the core method to realize sustainable development of resources city-selecting continued industry, it has not given due attention and sufficient study. Based on this situation, on the basis of inheriting predecessors’research, combining normative analysis and empirical analysis method, taking JiNing city in ShanDong province as an example, discussing resource-based cities to succeed in mature industry choice, this paper wants to provide methods and thoughts of the selecting continued industries for resource-based cities in the mature period.On the basic of current situation of resource-based industries in JiNing City, taking Rostow benchmark, benchmark Shinohara, Hirschman benchmarks and comparative advantages benchmark as theoretical basis for the selection of the continued industries, combining with the features of continued industries’development and the actual situation of economic development in JiNing City, referencing scholars selected for industry-related research, proposing comparative advantage principle, development potential principle, relevance principle, stability principle, economic principle and sustainable development principle, selecting the appropriate indicators and constructing the index system, the paper analyzes12alternative industries in JiNing meticulously from the point of view of both static and dynamic by using principal component analysis and gray correlation analysis. Finally the food processing industry (agricultural and sideline products processing industry and food manufacturing), textile industry, chemical materials and chemical products manufacturing machinery and equipment manufacturing industry (general equipment manufacturing industry, special equipment manufacturing and transportation equipment manufacturing industry) have been chosen as the continued industries for JiNing. Among the continued industries, chemical materials and chemical products manufacturing industry in Coal-based, machinery and equipment manufacturing special equipment manufacturing industry, coal industry, mainly related equipment manufacturers, are alternative industries. Food processing industry (agro-food processing industry and food systems industry), textiles, machinery and equipment manufacturing industry in general equipment manufacturing and transportation equipment manufacturing industry less dependent on coal resources belonging to replacement industries.With the analysis of SWOT method, we can realize that continued industries of JiNing have its inherent development advantages and obvious shortcomings. The Mature industrial base and obvious location advantage are congenital advantages for JiNing to develop continued industries. Factors, such as supporting for continued industries of resource-based cities by national policy, southwest metropolitan development planning and the stage of resource-based economic development, provide a rare opportunity for the development of continued industries of JiNing. Relative to the industry development advantages, problems that in the development of JiNing continued industries should be paid full attention. Due to the development of continued industries of JiNing facing similar difficulties, it is very important that solving problems of the shackles of the traditional culture, the shortage of funds, backward technology, lack of professional personnel, for the city of JiNing to continued industries’ development and realize the sustainable development. In view of the Jining city to replace defects in industry development, this paper from the strengthening of resource strategic reserve, to replace the scientific development time, industry set the direction of industry, urban and rural industrial development, to strengthen the human resource development, speed up the upgrading of industrial technology, improve the city functions, broaden the financing channels, clear the government and business functions, and puts forward the countermeasures to promote JiNing to continued industries development of straightening out the management mechanism aspects.
