Low carbon economy emerged based on low power consumption, low pollution, low emission with increasing severe global warming. Currently, low-carbon economy has become an important measure to reduce carbon emissions, control the greenhouse effect, promote sustainable development of economy and environment. Logistics, as a top-end service, should take the road of low carbonization, focusing on the development of low-carbon logistics services. Logistics is an important link of energy conservation and pollution reduction, but also the important direction of development of logistics enterprises. In order to ensure the implementation of low-carbon logistics, the most important part is to carry on a deep discussion for the driving factors of low carbon logistics, figuring out the drivers of low carbon and the extent of it. All is to provide effective guidance for the development of low-carbon logistics.The article identifies16drivers,4main factors according to research, combined with the literature and expert guidance. They are:(1) Policies and regulations driving force:Encouraging measures taking by government, Mandatory measures adopted by government, Regulations promulgated by the international environmental laws, Strengthen supervision management and report, Imposing carbon tariffs;(2)Low-carbon technology driving force:The development and application of low-carbon logistics technology, Development and utilization of clean energy, The use of low-carbon logistics equipment, Low carbon logistics talent training, The option of low carbon transportation,(3)Low carbon conscious driving force:Environmental awareness of leaders, staff and customers, Propaganda of carbon logistics;(4)Enterprise capability driving force: Low carbon logistics cost, Enterprise development stage. Among them, the strongest driving force is Policies and regulations driving force, Followed by the Low-carbon technology driving force, Low carbon conscious driving force and Enterprise capability driving forces. As we know from the third chapter, policies and regulations are support for low carbon logistics of a company, the government and enterprise behavior is most conducive to the development of low carbon logistics. We can conclusion from the game analysis between the government and enterprise:The enterprise can make the maximize profits developing low carbon logistics under the supervision of government through increasing the fine, reducing the supervision cost. Finally, according to the research of low carbon logistics drivers, the paper presents the following strategy:(1)strengthen the mandatory measures of the government;(2)Making full use of government encourage measures;(3)the development of low carbon technology;(4)The introduction and cultivation of low carbon logistic talent;(5)Making reasonable use of low carbon logistic equipment;(6)optimizing logistic links to low carbon production;(7)Changing the concept and taking the low carbon consciousness into action.In conclusion, the results of the study replenish and improve the theory system of low carbon logistics, providing the specific ideas and practical methods for the development of low carbon logistics. At the same time, they offer a more adequate scientific basis and decisive support for the research of low carbon logistics via Factor analysis of mathematical statistics model and game theory model.
