Study On Affordable Housing Policy In China

With the economic system reform and the establishment of socialist market economic system.Housing resources were allocated by market instead of plan after the physical distribution stopped. Changes in the housing supply system directly affect the housing market supply and demand, social stratification of housing affordability problems gradually appear. The urban high prices of house make the low-income families difficult to buy commercial housing to resolve housing problems. In order to solve the housing problems of urban low-income family, affordable housing policy came into being.Since the implementation of affordable housing policies, in promoting the reform of housing system, improve the housing supply structure, to solve the housing difficulties of low-income families have played an important role. However, the actual operation of the policy process, there has been declining proportion of investment, the obvious contradiction between supply and demand; local government enforcement varies across an uneven development, affordable housing as an investment tool, and so the loss of housing support resources, affordable housing policy review mechanism for access, subsidies, exit mechanism exposed problems, lack of integrity and continuity of policy. As a an important policy issue to solve low-income housing, the formulation and implementation of affordable housing policies is not only security issues related to residential housing, but also an important issue related to social development. Therefore, study on how to reduce the negative effects, to find effective measures for improvement, with a strong reality and urgency.In this paper affordable housing policy as the object of study, and research related to the definition of basic concepts and theories, based on elaborated on China affordable housing policy of the background, development process and related policies, analysis of China affordable housing policy running status and policy drawbacks. And Nanjing, Jiangsu Province, for example by empirical research, analysis of the Nanjing affordable housing policy, and conducted a survey of affordable housing households. The survey showed, Nanjing affordable housing policy to improve part of the urban low-income residents of the housing situation, but there are still security objectives dislocation, purchase, and review other aspects of transparency is not strong, execution is limited, the lack of monitoring mechanisms, remote location, spatial mismatch and other places need to be improved, in the empirical study and learn from the experience of foreign housing security, based on the proposed affordable housing policy improve policy proposals in China, including the establishment and improvement of relevant laws and regulations; set up a special authority has overall responsibility for policy implementation; well-designed entry and exit mechanism; broaden the financing channels of housing consumption, the establishment of market-based housing finance system; reasonable choice zone bits, the implementation of hybrid development model; clear government responsibility, the establishment of reward and punishment mechanism, and regulate government behavior.
