The economic and social development of14‘Concentrated Destitute Areas’in Chinais a big issue. Financial development is indispensable for economic growth, so weneed to establish a rural financial supporting system to support the growth ofeconomy.Rural financial support system of credit means mobilization, configuration,management of financial resources to run agricultural activities, act as a "bloodtransfusion" function in the agricultural industry and rural economic development.Due to multiple causes including natural, historical, ethnic, religious, political, socialand other factors, the economic and social development of the Concentrated DestituteAreas ask more stringent requirements of the rural financial supporting system.Building a suitable financial supporting system is the core objective of this paper.Based on the development history and current situation of China’s existing financialsupporting system, we analyze the shortcomings of the existing system of financialsupport for rural poor areas and find the deep reasons that caused its defects.Combining with the "three rural" development of the Concentrated Destitute Areas,we put forward new requirements to the construction of new rural financial supportingsystem.In order to build an efficient supporting system, we make a lot of references frominternational experience, combined with the analysis of the financial supportingsystem’s mechanism in Concentrated Destitute Areas, we build a new pattern offinancial supporting system including rural financial institution system, rural financialmarket system, rural financial regulation system and peripheral and infrastructure offinancial supporting system.
