Analysis Of The Status Quo Of Financial Precise Poverty Alleviation In "Baoding Contiguous Destitute Areas"

China has always attached importance to poverty alleviation work since the founding of the People's Republic of China,and achieved remarkable success.Facing the challenges of huge number of poor population,the weak development foundations,the serious situation of poverty-returning,and the deep levels of poverty,we must further increase the intensity of poverty alleviation work.In 2011,the State Council Poverty Alleviation Office issued the Outline of China Rural Poverty Alleviation and Development Program(2011-2020),and China has opened a new chapter in supporting poverty alleviation in special difficult areas.In 2013,President Xi Jinping first put forward the concept of precise poverty alleviation,and since then how to implement precise poverty alleviation has become an important content of poverty alleviation work at all levels,and a hot topic for scholars to focus on and to explore."It's better to teach fishing than to offer fish.” Helping the poor people to get rid of poverty by their own ways should be a top priority.As a major promoter of shaking off poverty,financial precise poverty alleviation plays an important role in poverty alleviation work.In order to respond to the national financial precise poverty alleviation policy,Hebei Provincial Finance Office issued the "Hebei Province Financial Measures in Poverty Alleviation Guidance" to guide the cities in Hebei province to carry out financial precise poverty alleviation work.Since the implementation of financial precise poverty alleviation,the poverty alleviation work has made some progress in Baoding contiguous destitute areas,especially in Fuping County.The Fuping County has accumulated rich experience in financial precise poverty alleviation work through continuous attempt and built a valuable financial precision poverty alleviation model of "government + bank + insurance" which has become a typical example of Hebei Province.On the basis of defining the related concepts such as financial precise poverty alleviation,this paper analyzed the status quo of financial precise poverty alleviation in Baoding contiguous destitute areas,the development and the challenges of financial precise poverty alleviation work in Baoding.And then the paper introduced the financial precise poverty alleviation work in Fuping County,including the guiding principle,the main practice and the "government + bank + insurance" model.The paper also summed up the results of its financial precise poverty alleviation work and studied the feasibility of promoting the experience of Fuping County.Finally,the author puts forward some suggestions on the financial precise poverty alleviation work in Baoding contiguous destitute areas.
