Liu Pan Mountain Concentrated Destitute Cross-domain Areas Of Targeted Poverty Alleviation Research

At present,there are still 14 concentrated destitute poverty aras in our country,they are the poorest of China.Especially,the economic and social indicators of Liu Pan Mountian areas lied in the end of 14 areas.If it will realize out of poverty,this will demonstrate on other areas,and provide strong support for China's goals of poverty alleviation.Taking Liu Pan Mountain areas as the research object,the research analyzed restricting factors,these effected cross-domain four areas(Shanxi,Gansu,Qinghai and Ningxia)carry out the targeted poverty alleviation,and put forward suggestions.Thesis mainly divided into four parts:the first part is introduction,it come up with the research background of this paper,elaborated the research significance,determined the research content research method,and put forward the research innovation and deficiency at last.The second part carded domestic and foreign related research literature and theoretical basis,defined the core concepts,and provided the foundation for further research.The third part mainly said that Liu Pan Mountain areas present situation,main problems and reasons,analyzed of the national guidance mechanism,local coordination mechanism,the market allocation mechanism and ecological compensation mechanism.The fourth part discusses the corresponding to the four aspects of optimizing road of Liu Pan Mountain Concentrated Destitute Cross-domain Areas of Targeted Poverty Alleviation.We need national coordination,local coordination,market allocation and ecological compensation.At the national level,the state should step up efforts to alleviate poverty and make up for the "short board",and strengthen support for the infrastructure construction of the central and contiguous special poverty stricken areas in liupanshan.At the local level,we should improve the coordination mechanism of the CPPCC in the four provinces of liupanshan,and enhance the ability of joint poverty alleviation.We should establish a long-term cooperative poverty alleviation and development mechanism;Improve the information exchange mechanism for cooperation between local govemments;Strengthen regional cooperation and accelerate the integration of regional development.At the market level,the law on poverty alleviation should be formulated to clear the boundary between the government and the market.We should establish a dual government-market oriented poverty alleviation and development mechanism.We will explore ways to improve the model of "government + market" cooperation in poverty alleviation.Promote the adjustment and cooperation of the industrial structure in the central and contiguous area of liupanshan.From the ecological level,diversified ecological compensation should be carried out.Promoting the establishment of a horizontal ecological compensation system among regions;Strengthening the ecological protection of the concentrated and contiguous area of liupanshan;We will accelerate the development of CDM.Finally,I summed up the viewpoint of the thesis mainly,and put forward the direction of further study.
