Land management is the favorable measure to improve the land utilization,land quality,and ensure the safety of food production.Dali county is located in the centre of the west bank of the Yellow River,Shaanxi province,there is a lot of unused salinity flood land and wetland,which had great production potential after land management.The local government had carried out the work of land reclamation.We hope to study and analysis the benefit of these land management,thus to find out the problems existing in the project construction process,to provide theoretical basis for guiding the future land management work.In this thesis,land management project of Yingtian Village at Fanfia Town in Dali County has been taken as an example.On the basis of processing and analysis project relevant data and on-the-spot investigation,the economic,social and ecological benefits of the single item are analyzed.And then,by using the analytic hierarchy process(AHP),Delphi method,a three level comprehensive benefit evaluation index system has been built,it include 14 quantitative evaluation,furthermore established the weight of each index,and then used experience value method to determine the evaluation standard,at last established the comprehensive benefit evaluation model.By calculation and analysis after bring data into the model,the final evaluation result could be obtained.Main conclusions are as follows:(1)Project get the good economic efficiency,through planting lotus root,net output value per unit area is 5200 yuan/mu,financial internal rate of return is 14.20%,the dynamic payback period is 9.7 years.Profit ability is great,but its investment is higher,per unit area reached 29700 yuan/mu.(2)Project shows a good social benefits,according to the new cultivated land quality evaluation,the national land utilization rank of new cultivated lands are class eight,belongs to medium high quality paddy range land of Dali county.Increased new cultivated land per capita area of 0.705 mu;These new cultivated land can feed 126 people;Annual net income increase 3699 yuan per capita.Moreover,treated saline-alkali land changed into high quality paddy field that was suitable for cultivation,can improve the land utilization ratio,increase the land' economic output,promotes the income increasing and farmers' employment ratio.(3)Project shows good ecological benefits,project's construction promotes the perfect irrigation and drainage system,improve the land quality,enhances the ability to withstand natural disasters of the project area.Land reclamation rate arrived at 95.9%,green coverage rate rise to 95.9%,although the diversity index is still low,only 0.0423,the new paddy planting lotus root can do water conservation,improve regional microclimate,also have good ornamental value,and benefited to regional ecological tourism development.(4)According to the comprehensive benefit evaluation index system and evaluation model that build in this thesis,comprehensive benefit evaluation score of land management project of Yingtian Village at Fanfia Town in Dali County is 92.65,reached an “excellent” grade,the comprehensive benefit is remarkable.
