With the change of population aging, family miniaturization and lifestyle, demand for family service expands,especially in the urban area,but the supply can not meet.In addition,the function of promoting employment,improving life quility have not been released. The only choice to change the situation is to promote the Staff Recruitment Policy among domestic family service companies.Recent years, the Chinese government has set up a number of policies,including tax policy, investment policy, but the effect is disappointing.Through analyzation,the combination of laborforce and capital happens outside the company,which is different fron traditional industry,we call it zero capital economy industry.In these industry,salary and social security come from employees,but companies,it is difficult to establish the Staff Recruitment Policy among domestic family service companies.To solve the problem,government must properly handle social security policy,and guide family service industry to community service industry.Companies must guarantee service quality,expand service range, enhance profitability,so as to afford social security after the subsidy policy ends.
